CONCORD, N.H. — Jason Carter has joined the management team at ROC USA Network as National Acquisitions and Portfolio
Manager. He begins his new role Nov. 3.
Carter’s primary focus is to identify MH community owners interested in selling their communities to their residents and, with ROC USA Network affiliates across the country, execute on resident purchases. ROC USA Network Director Mary O’Hara said Carter’s years of experience with MH manufacturing, sales, community operations and development will be a significant benefit to ROC USA’s affiliates and clients. His appreciation for manufactured housing as affordable housing and his understanding of what it takes to own and operate a community are critical in today’s marketplace, she said.

Jason shares the same commitment to customer service and the same enthusiasm for closing transactions,” O’Hara said. “We now have someone on the national team who can systematically support the local affiliates in reaching out to community owners, assisting with analysis, and concentrating on their needs in the field. Jason has spent years in a variety of roles in the MH sector, he has his own track record of performance, and we’re excited to have him join us.”
Carter comes to ROC USA after a more than a decade in the industry, where he focused not only on managing sales goals, but also on establishing systems that helped streamline processes and increase performance. He worked most recently for Champion Home Builders as Director of Sales and Business Development.
“Jason is a seasoned industry professional and a really likable guy,” said ROC USA President Paul Bradley. “He has a record for getting results and completing projects. We bring that same drive to every transaction, so he’ll fit right in.”
In addition to identifying new opportunities, Carter will also work with Network affiliates to provide marketing, infill, and capital improvement assistance to ROC USA’s national portfolio of resident-owned communities (ROCs). He will focus on asset management and the financing and implementation of infrastructure repair and replacement, infill, capital improvement planning, and community management.
Carter said he has spent years assisting community owners improve and reposition their properties through home replacement and new home development. He believes in the strength of the MH sector and sees MH communities as the affordable housing of the future.
“We’re going to reach out to all aspects of the manufactured housing market — retailers, dealers, community owners, manufacturers — and make the connections that help people make the move they want to make. My first focus will be on how we’re going to do that,” said Carter, stressing the benefit of developing systems at a national level that can be successfully implemented regionally and locally by ROC USA Network’s eight Certified Technical Assistance Providers. “Recognizing and identifying the true sellers, where they are in the process, and showing them the rewards of selling to their longtime customers — their homeowners — that has a lot to do with why I made the decision to join ROC USA.”
By combining local expert assistance with capital for financing, ROC USA has made resident corporation purchases effective and efficient and helped 67 resident corporations purchase their communities for a combined $141 million since 2008. ROC USA has closed a transaction every 35 days on average since its start. These resident-owned communities represent more than 4,300 affordable homes in 14 states.
