Per the State of Washington’s Attorney General Bob Ferguson’s (D) is the press release, posted below in Part I. It announced, “approximately $400,000 in restitution is on its way to current and former residents of an Ilwaco mobile home park.” While a state specific action, it may have national implications. In Part II, MHProNews will provide several pull quotes from Socialist-Marxist youth Jeane Kirkpatrick, who spent years in the Democratic Party and became an ambassador for the U.S. to the United Nations (see photo in lower right featured image, above). Part III will explore implications of these items for our profession and the nation more broadly. Part IV is our Daily Business News on MHProNews market report.

$400K restitution in the mail to Ilwaco mobile home park residents as a result of successful AG lawsuit

FOR IMMEDIATE RELEASE:

Sep 23 2024

Owners issued unlawful eviction and utility shut-off notices to residents

OLYMPIA — Attorney General Bob Ferguson announced today that approximately $400,000 in restitution is on its way to current and former residents of an Ilwaco mobile home park. The owners, Michael and Denise Werner and their companies, including Deer Point Meadows Investments, are paying nearly $1.1 million as part of a legally binding resolution to Ferguson’s consumer protection lawsuit over the Werners’ unlawful eviction and utility shutoff notices.

In 2022, the Werners and their agents distributed eviction and utility shutoff notices to residents of the Beacon RV mobile home park, signed by “Management,” despite not yet owning the park. While distributing the notices, two of the agents were visibly armed with firearms.

In written communication, Denise Werner described the Beacon RV residents as “filth.” Michael Werner stated he was not concerned about the Beacon residents’ rights and that he did not believe the law applied to him.

A judge in Pacific County Superior Court previously ruled the notices were unlawful. The legally binding resolution requires the Werners to pay back their current and former tenants, plus interest, as well as covering the costs of the Attorney General’s investigation and enforcement.

The approximately 40 current and former tenants will receive a letter from the Attorney General’s Office explaining the resolution. Each tenant will receive a check for $10,000. This is in addition to $57,000 in administrative fines from the Attorney General’s prior enforcement for violations of Washington’s Manufactured/Mobile Housing Landlord Tenant Act, and a court order to provide $2,000 or actual relocation costs to tenants, whichever is greater.

“This resolution gives significant relief to tenants — many of whom are elderly, disabled, low-income or veterans — and provides accountability for the park owners’ illegal conduct,” Ferguson said. “Washington law is clear: Mobile home landlords must deal fairly with their tenants. My office will continue to be a watchdog for Washingtonians.”

Ferguson filed a lawsuit in Pacific County Superior Court asserting the Werners violated the Consumer Protection Act and Manufactured/Mobile Housing Landlord-Tenant Act during their purchase and operation of Beacon Charters and RV Park.

The Werners are based in Vancouver, Wash., and own and operate dozens of mobile home and RV parks across the state. Approximately 4,000 people live in those parks.

On April 11, 2022, the Werners purchased Beacon, intending to convert the park to short-term rentals. Prior to completing the sale, the Werners began issuing eviction notices to Beacon’s 45 long-term residents on Feb. 25, 2022. The notices were signed by “Management.”

On April 6, 2022 – still prior to owning the park – the Werners issued a utility shut-off notice, also signed by “Management.” The former CEO of Deer Point testified that this was “standard practice” for the Werners. The Werners attempted to shut off the power, but the local utility provider refused.

Judge Katherine Svoboda, a Grays Harbor judge who presided over the case in Pacific County court, ruled that the notices were unfair and deceptive, in violation of the Consumer Protection Act. When issuing the notices, and subsequent notices around the park, two of the Werners’ employees were visibly armed with firearms, at the direction of Michael Werner. In addition, the Werners had refused to keep the park clean and safe, as required by law, allowing a rat infestation, piles of garbage and feces-smeared bathroom facilities.

One resident said people at the park were “shocked and scared.”

An 81-year-old resident who has lived at the park for eight years said she “worried we might get kicked out onto our butts in the street. … How on Earth can [the Werners] do that legally?”

A 78-year-old resident undergoing cancer treatment said she saw “rats running all over the place. … I had to borrow money for a lot of things” in order to move.

In response to the Werner’s notices, a majority of the Beacon residents were forced to leave the property. Some Beacon residents feared for their safety, believing the Werners would kick them out on the streets or tow away their homes.

One Beacon resident feared having an eviction on her record, which could prevent her from securing low-income housing.

Another Beacon resident was prevented from seeing his young child because of the Werner’s threats of utility shut-off and safety concerns stemming from the Werner employees openly carrying firearms. Some Beacon residents experienced physical harm from the stress and physical exertion required to move their homes, requiring hospitalization and ongoing care.

Other tenants had difficulty finding parks with availability to accept their mobile homes.

Manufactured Housing Dispute Resolution program helps tenants and landlords

The Attorney General’s Manufactured Housing Dispute Resolution Program received 13 complaints from 10 tenants at Beacon.

The Legislature created the program in 2007 to help enforce Washington’s Manufactured/Mobile Housing Landlord-Tenant Act (MHTLA) and help resolve disputes between landlords and manufactured home owners. The act applies to situations where the tenant owns their manufactured or mobile home, but rents the space the home sits on.

Both landlords and tenants can file complaints with the program. The program serves as a neutral party, not an advocate for either side.

The law directs the program to attempt to bring parties into compliance with the law prior to taking enforcement actions. Enforcement can include administrative measures and litigation.

Tenants and landlords can file complaints with the program online here: https://fortress.wa.gov/atg/formhandler/ago/MHLTComplaintForm.aspx

Assistant Attorney General Sebastian Miller, investigator Scott Henderson, paralegal Emin Aliiasov and legal assistant Chris Kiefer handled the case. Former Assistant Attorney General Shidon Aflatooni also worked on the case.

Part II – Jeane Kirkpatrick Quotes, per BrainyQuotes, Unless Otherwise Noted

JeaneKirkpatrickUN-EnvoyAmbassadorNewYorkTimesMHProNews

1) Jeane Kirkpatrick was a Democrat for much of her adult life. Per left-leaning Wikipedia: “Kirkpatrick was born in Duncan, Oklahoma, on November 19, 1926, the daughter of an oilfield wildcatter, Welcher F. Jordan, and his wife, Leona (née Kile).”

QuoteMarksLeftSide In 1948, she graduated from Barnard College of Columbia University after receiving her associate degree from Stephens College in Columbia, Missouri, which was then only a two-year institution.

In 1968, Kirkpatrick earned a Ph.D. in political science from Columbia University.[4]

She spent a year of postgraduate study at Sciences Po at the University of Paris, which helped her learn French. She was fluent in Spanish.[5]

…as a college freshman in 1945 she joined the Young People’s Socialist League, the youth wing of the Socialist Party of America, influenced by her grandfather who was a founder of the Populist and Socialist parties in Oklahoma. At Columbia University, her principal adviser was Franz Leopold Neumann, a revisionist Marxist.[6]” Wikipedia notes that she ultimately became a conservative, but spent years involved in Democratic politics and leftist (Marxist-Socialist-Communist) policies and politics.

Per Wikipedia: “as a Democrat in the 1970s, and was involved in the later campaigns of former Vice President and Democratic presidential candidate Hubert Humphrey.”

With that brief intro, and more to follow, let’s consider these Kirkpatrick quotes per BrainyQuotes, unless otherwise noted.

2)

“I think that there is absolutely no free market in modern industrial states.” – Jeane Kirkpatrick

“A government is not legitimate merely because it exists.” – Jeane Kirkpatrick

“The Press in this country is no longer on the side of the governed, it has become a partisan of the governing class,” said Jeane Kirkpatrick, per MRC.org.

“What takes place in the [United Nations] Security Council more closely resembles a mugging than either a political debate or an effort at problem-solving.” – Jeane Kirkpatrick

“I think that it’s always appropriate for Americans and for American foreign policy to make clear why we feel that self-government is most compatible with peace, the well-being of people, and human dignity.” – Jeane Kirkpatrick

“I believe that detente was having almost the opposite effect of what was intended. What was intended was to sort of end the contest for power and to stop Soviet expansion, especially by military means and the military build-up, the military contest.” – Jeane Kirkpatrick

“In the years just before… during the Carter years, the Soviets regularly violated, if you will, both the spirit and the letter of arms control agreements, I think, that they had negotiated during the period of detente.” – Jeane Kirkpatrick

“And I think detente had manifestly failed, and that the pursuit of it was encouraging Soviet expansion and rendering the world more dangerous, and especially rendering the Western world in greater peril.” – Jeane Kirkpatrick

“Truth, which is important to a scholar, has got to be concrete. And there is nothing more concrete than dealing with babies, burps and bottles, frogs and mud.” – Jeane Kirkpatrick

“I always assume that democracy is the only good form of government, quite frankly, and democracy is always to be preferred.” – Jeane Kirkpatrick

“Look, I don’t even agree with myself at times.” – Jeane Kirkpatrick

“The real point is that totalitarian regimes have claimed jurisdiction over the whole person, and the whole society, and they don’t at all believe that we should give unto Caesar that which is Caesar’s and unto God that which is God’s.” – Jeane Kirkpatrick

“That is simply that Marxism has been tremendously fashionable in our time, so it has infected a very large number of major institutions in many countries of the world. So I suppose that we shouldn’t be too surprised that it should infect the church as well.” – Jeane Kirkpatrick

“I conclude that it is a fundamental mistake to think that salvation, justice, or virtue come through merely human institutions.” – Jeane Kirkpatrick

“I’m a political scientist and I study these things, and I know that economic problems, with the rising unemployment and inflation and low productivity and so forth, were a factor in that election, in that defeat of President Carter.” – Jeane Kirkpatrick

ScholarWorks published a doctoral dissertation entitled: “Jeane Kirkpatrick and Neoconservatism: The Intellectual Evolution of a Liberal.”

From that Abstract: “Dr. Jeane J. Kirkpatrick, a leading voice in the neoconservative movement, is best known for her articulation of the Kirkpatrick Doctrine, distinctions between authoritarian and totalitarian regimes that served as the foundation for the Reagan Administration’s Latin American policies. Her prominence within the neoconservative movement, her impact on foreign affairs, and her political accomplishments in a masculine environment make her an important historical figure in recent American domestic and diplomatic history. This work explores her transition from liberal democrat to neoconservative by examining her early life and educational background, her publications and critiques of American diplomacy in the 1970s, along with her membership in neoconservative organizations.”

The following is according to Wikipedia.

QuoteMarksLeftSideKirkpatrick published articles in political science journals reflecting her disillusionment with the Democratic Party with specific criticism of the foreign policy of Democratic President Jimmy Carter. Her most well known essay, “Dictatorships and Double Standards“, was published in Commentary magazine in November 1979.[11] In the essay, Kirkpatrick mentioned what she saw as a difference between authoritarian regimes and the totalitarian regimes such as the Soviet Union; sometimes, it was necessary to work with authoritarian regimes if it suited American purposes:[4] “No idea holds greater sway in the mind of educated Americans than the belief that it is possible to democratize governments, anytime and anywhere, under any circumstances … Decades, if not centuries, are normally required for people to acquire the necessary disciplines and habits. In Britain, the road [to democratic government] took seven centuries to traverse … The speed with which armies collapse, bureaucracies abdicate, and social structures dissolve once the autocrat is removed frequently surprises American policymakers.”[1]

The Economist writes that until then [i.e.: serving Ronald Reagan as a foreign policy adviser during the 1980 campaign], “she had never spent time with a Republican before.”[1]

Part III – Additional Information with More Analysis and Commentary

1) Briefly about Part I. There are X number of land lease manufactured home communities that ought to be concerned about their own policies with respect to the action by Washington state’s Attorney General Bob Ferguson. Per left-leaning Wikipedia: “Robert Watson Ferguson is an American lawyer and politician serving as the 18th attorney general of Washington. A member of the Democratic Party, he was first elected in 2012 and re-elected in 2016 and 2020. Prior to being attorney general, Ferguson was a member of the King County Council.”

2) Pivoting toward Part II. Some in or beyond MHVille may at times misunderstand, misconstrue, or twist the words or intent of this writer and the management of MHProNews. We are political independents and have been for over a decade. There were times this writer was registered with a political party, but that was for the purposes of voting in a party’s primary in a closed primary state. For years before and since, it was and remains our position that the Democratic and Republican Party duopoly can be harmful to the interests of most Americans, and that ballot access should be easier for so-called third-party candidates. We believe in presenting information accurately, citing sources accurately, and showing political bias accurately. By doing so, readers can better understand and navigate their industry and world.  There are good things, bad, and meh said or done by people of all backgrounds and persuasions. The truth can be uttered at times by someone who may be seen by some as having a problematic history. Just because someone disagrees with some or much of what a person has said or done doesn’t mean that certain things they said or did is useful, insightful, or true. Some examples follow.

TheseGuysTalkAllTheTimeCNNMoneyQuoteResultOfLotsOfFormalInformalConversationsOverYearsMHProNewsIllustrationWarrenBuffettJeffBezosJaimeDimon-MHProNews
It will be recalled that Warren Buffett, Jeff Bezos, and Jaime Dimon made a joint announcement that they planned on establishing a healthcare system for their employees that they hoped would influence public policy. Left-leaning CNBC said on Jan 4, 2021: “Haven, the joint venture formed by three of America’s most powerful companies to lower costs and improve outcomes in health care, is disbanding.” The left-leaning Los Angelas Times published: “Column: That Buffett-Bezos-Dimon healthcare venture goes bust.” It said in part: “Haven announced Monday that it will be shutting down at the end of February. Despite the excited expectations that accompanied the original announcement, the venture will leave barely a footprint on the American healthcare landscape.” Jan 4, 2021. Lots of hype and a few years later, POOF, it was gone. Perhaps somewhat similarly, Buffett led-Berkshire Hathaway (BRK), parent company to Clayton Homes, 21st Mortgage Corp, and Vanderbilt Mortage and Finance (VMF) has at times hyped the potential for manufactured housing. But instead of growing, the manufactured home industry is demonstrably smaller in 2024 than it was in 2002 and 2003 when Buffett led-Berkshire became directly involved in the industry

If you like your privately owned property – your personnel possessions – then you would not likely be a good candidate for Marxist-Socialist-Communist thought.

3) Democrat Jeane Kirkpatrick’s Famous Remarks “Blame America First” and “The Press in this country is no longer on the side of the governed, it has become a partisan of the governing class.” Kirkpatrick was well educated. She spent years involved in leftist, Marxist, and Socialist politics. For those who need some clarification, Marxism, Socialism, and Communism are interlinked, per that movement’s own leaders. Karl Marx, the co-founder of what became the start of socialist and communist movements and where the name “Marxist” comes from, said the following.

KarlMarxPhotoQuoteDemocracyRoadToSocialismSocialismLeadsToCommunismKarlMarxQuotesGramMHproNews

4) As was noted above, Kirkpatrick spent years in the political left. Yet per the left-leaning Economist and Wikipedia, Kirkpatrick never spent much time with a Republican until the Reagan campaign in 1980, when she acted as his adviser of foreign policy. One must keep in mind that Reagan himself was a Democrat who turned Republican. As the doctor dissertation linked here stated, the highly educated Kirkpatrick ‘evolved’ in her thinking on politics, economics, etc. So too have millions of others.

5) It isn’t new that socialism, Marxism, and communism is seen as fashionable and by sizable parts of our population as ‘superior’ to capitalism. But there is a case to be made that that is a false choice.  Capitalism is not necessarily the same thing as free markets. There can be crony capitalism and an array of types of capitalists that range from benign to vulture capitalists.

6) Kirkpatrick left her Marxist-Socialist-Communist ties behind during her “evolution.” Her quote above, for example, on the importance of the Solidarity movement in Poland during the Cold War era is quite insightful (see Part II), as are other insights.  Those who come to the U.S. after having lived under socialism or Communism are routinely anti-socialist and anti-communist. While some do a good job of educating youth in these topics, there is evidence that tens of millions of young people who have been improperly informed on the history of ‘modern’ era (20th and 21st century) authoritarian regimes.

The Epoch Times is an openly anti-communist publication, which periodically produces infographic or other types of information that spotlights the woes involved in Socialism, Communism and those that follow “Marxist” thinking.

7) We currently have 2 candidates running as Democrats to be the next president and vice president of the United States, Kamala Harris (D) and Governor Tim Walz (MN-D), who have clear ties to Marxist, Socialist, and Communist ideologies.  Walz brags about his numerous trips to communist China. He is on video oddly saying that one person’s socialism is another person’s neighborliness. Meaning, he is painting a picture of a benign socialism that is at stark variance with the authoritarian realities of several socialist-communist societies in the last 100 years. It must be recalled that Nazis were socialists who were fascists, as was Italy’s Benito Mussolini.

BenitoMussoliniFascismShouldMoreAppropriatelyBeCalledCorporatismBecauseItIsAMergerOfStateAndCorporatePowerAZQuoteMHLivingNews
Left-leaning Wikipedia said: Corporatism became one of the main tenets of fascism, and Benito Mussolini’s fascist regime in Italy advocated the collective management of the economy by state officials by integrating large interest groups under the state, which is a combination of crony capitalism and state capitalism:…“Per the ‘father’ of Italian fascism, “Fascism should more appropriately be called Corporatism because it is a merger of state and corporate power” – Benito Mussolini. Note Mussolini, like Adolf Hitler, were both socialists. They were not from the political right; they were from the political left. Note: while some dispute this quotation, saying they can’t find a reference of the Italian leader saying this word for word, be that as it may, Mussolini’s writings at a minimum support such a possible paraphrase.

8) Kamala Harris was literally raised by a father who taught Marxism. She was rated the most-leftist U.S. Senator, supposedly even more to the left than self-described Democratic Socialist Senator Bernie Sanders, who has run for president as a Democrat. Communists and socialists made the decision decades ago to infiltrate the Democratic Party which they felt was more open to their thinking.

9) MHProNews doesn’t need to be an expert on the life of Democratic candidates Harris or Walz in order to access the research of others into Harris or Walz. It will be recalled that in 2020, MHProNews provided the research of Trevor Loudon, a New Zealander who came to the U.S. precisely to be on the front lines of what he saw as the threat of a sly Marxist-socialist-communist effort to take over the U.S. from within that used the Democratic Party as its main vehicle of choice.  Loudon didn’t just make allegations. He interviewed those who had documents, facts, experience, and evidence. Note that Loudon said that former Senator Joe Biden (DE-D) was far more to the left than the moderate he was being painted as being by many in the media. The fact that self-described Democratic Socialist Bernie Sanders embraced and supported Biden speaks volumes. The fact Democratic Socialist says that Kamala Harris hasn’t change her (leftist) values, she is apparently posturing, he implied, in order to win a campaign.

10) Now, think about those concerns in the light of Democrat Jeane Kirkpatrick’s quoted remarks. Kirkpatrick evolved in the light of new evidence and experience in her life. That new evidence came as a result of her association with ex-Democrat turned Republican Ronald Reagan.
11) On the Patch, this writer encouraged readers to go see the movie, Reagan. Reagan was not a perfect president, but he played a pivotal role in helping bring the nation out of the stagflation of the President Jimmy Carter (D)  era. The movie captures controversies about Reagan but also celebrates his evolution and accomplishments.
12) Kirkpatrick served as Reagan’s ambassador to the United Nations (UN). Reagan, and later Kirkpatrick, were both anti-communists. Listen up to those who are thinking about supporting Komrade Kamala and Tiananmen Tim. If you are anti-war, then it makes no sense to vote for Harris-Walz. They have been embraced by the military-industrial-spy complex.
NewYorkTimesOver700NationalSecurityOfficialsMilitarySpySupportKamalHarrisMHProNews
14) With all due respect to those who were not properly educated on these topics, Communists, Marxists, and Socialists are either ignorant or liars. Harris-Walz have signaled their support for the corporatists. What we have today in much of the world is arguably a form of fascism, a blending of corporatist and socialist thinking.  And while Kamala Harris’ campaign emails and other propaganda, err, ads and plugs, often point out is that ex-Democrat turned Republican Donald J. Trump and Senator J.D. Vance (OH-R) have billionaire backers. That’s true. But Harris and Walz have even more billionaire and corporate backers. That’s simply a fact. So, in pointing their finger, in projecting onto Trump and Vance certain claims, they have multiple fingers pointing back at themselves for those who are properly informed.
CorporateAmericaBacksKamalaHarris88CEOsSupportKamalaHarris
15) That doesn’t require reading, watching, or listening to right-wing sources to believe these facts and evidence to be true. Because former Democratic presidential candidate and Congressman Seth Moulton (MA-D) said similarly. While Trump was with the Reverand Franklin Graham in Valdosta GA giving support to Hurricane Helene victims, Kamala Harris that day was getting ready for a fundraiser with leftist Hollywood types. You can’t make this stuff up, because it is the truth hiding in plain sight for those willing to look.
16) Leftist funded sources such as George and Alex Soros backed Open Secrets document the clear tilt of “dark money” in favor of Democrats in recent election cycles.
17) Last year, MHProNews featured the research of South African born historian Hanne Nabintu Herland who made the clear links between billionaires using Marxists (socialists, fascists, etc.) to advance their own interests. Corporations lined up in the 2020 election cycle to give money to Black Lives Matter, even after its co-founder openly admitted that she and her co-leaders were trained Marxists. Charges of corruption later emerged about Black Lives Matter leaders who spent millions of dollars for their own enrichment and benefits.

18) For clarity and emphasis. There may be some in MHVille that have misunderstood, or in some cases, deliberately twisted this writer’s editorial views about individual Democrats, or for that matter, about Republicans. This writer is an independent and has been for years. There are fascinating Democrats who did some fine things and there are Democrats who did some terrible things. The same can be said of Republicans and various minor party or independent candidates. Each person will have to stand, so to speak, before God and give an accounting for their life. With rare exceptions, there are no perfect adults in human history, and this writer is not among the exceptions.
19) Summing up. Today, we have what amounts to two Marxist-Socialist candidates, veritable wolves in sheep’s clothing. They could not possibly win the White House if they told the truth about themselves and their authentic views. To Kirkpatrick’s purported quote about the American press, if both left and right wing media reported authentically about Harris and Walz, they would suffer a historic electoral defeat.
Malcom X evolved. See the video about Malcom X in the 2nd linked graphic below.
MediaMostPowerfulEntityEarthPowerMakeInnocentGuiltyGuiltyInnocentControlMindofMassesMalcomXquoteMHProNews
Some cheer others jeer Malcom X, but this quote is an insightful example of separating the wheat from the chaff. While quite different than Martin Luther King, Jr., Malcom X had some interesting thoughts on media.
20) Kirkpatrick was a former socialist sympathizer. But Dr. Jeane Kirkpatrick, Ph.D., evolved. She became a Republican after working with Democrat turned Republican Ronald Reagan. Kirkpatrick was a realist. By the way, a Google search for the quote attributed to Kirkpatrick on MRC.org about the media is not found elsewhere.

The Press in this country is no longer on the side of the governed, it has become a partisan of the governing class.

– Jeane Kirkpatrick, per MRC.org.

Leftists Edward Herman and Noam Chomsky said that the media is used by the elites to ‘manufacture consent.’  Chomsky’s insights, applied to Kamala Harris, are revealing. She uses slogans that not many would oppose.
EdwardHermanNoamChomskyPropagandaSystemManufacturingConsentQuoteMHProNews
As MHProNews has explored in numbers of reports, the propaganda model of media has been demonstrably linked to over a century of potentially avoidable wars that the U.S. became involved in. Policies that ultimately harmed the interests of most Americans were ‘sold’ to Americans through this propaganda model of media of much (not all) media. Let’s note again for new readers that not all news is fake news. If all news was pure propaganda, it would arguably might be easier to spot. But when news obscures advocacy with reporting that is one of many subtle to blatant ways that media pushes the agenda of corporate interests.
21) None of that is to say that deposed 45th President Donald J. Trump (R) is some saint. He’s not. Senator J.D. Vance (OH-R) isn’t either. But they are by far the better candidates. As Vance said in his debate against Walz, we know what Donald Trump delivered. We know too what Harris and Biden have delivered. Misery. My planned vote for Trump-Vance is clear eyed based on history and reason.
22) It has been said that you can vote your way into socialism or communism but it is difficult to vote your way out.
Anyone opposed to war should oppose “Komrade Kamala” and “Tiananmen Tim.” Anyone who believes that the system is rigged in favor of the politically connected elites should vote against “Komrade Kamala” and “Tiananmen Tim.” The billionaires are backing them (see evidence in Part III above). The military-industrial-spy complex are backing them (see above). Those who think that Marxists and Socialists are cool are either ignorant or liars. It is okay to be ignorant, because ignorance can be cured with knowledge. But liars pushing socialism, fascism, corporatism, and communism under whatever label ought to be condemned and distrusted.
