Up is down. Right is painted as wrong. Crime often pays. Topsy-Turvey is defined by Oxford Languages like this: “being in a state of confusion or disorder, with many unpredictable changes or reversals” or “placed upside down.” Almost 4 years have elapsed since, right or wrong, Joe Biden (D) and Kamala Harris (D) were sworn into office and an already challenging period following the Covid19 declared pandemic that reportedly emerged from Communist China and the post-George Floyd riots that divisively swept America. In hindsight, that presaged even more social, political, and economic upheaval despite the Biden-Harris pledge to be unifying, transparent, and ethical. A lack of affordable housing drives up all housing costs as demand soared, as HUD’s own researchers – Pamela Blumenthal and Regina Gray – confirmed. As a result, in places like Florida where the headline mentioned house is located, a new 2 bedroom-2 bath-2 car garage 1529 square foot site-built conventional house is posted online by its builder at the ‘low’ price of $480,291 and their posted estimated payment P&I (principal and interest) of $2559 monthly. According to HowMuch.net on this date on 33 percent of the population can afford that payment, which means that 67 percent of the population can’t. Our profession’s new manufactured home production should do very well in such an environment. However, things have been Topsy Turvey. New manufactured housing production rose post-COVID as many sought to leave urban areas and a shortage of conventional housing availability pushed prices to record highs in much of the U.S., then fell sharply, and has more recently been modestly rebounding. Despite the fact that then Senator Biden (DE-D) co-sponsored the Manufactured Housing Improvement Act of 2000 (a.k.a. MHIA 2000, MHIA, 2000 Reform Act, 2000 Reform Law) and its “enhanced preemption” provision, Biden-Harris appointee to be HUD Secretary, Marcia Fudge flatly declined to support that when asked by congressman in a CSPAN video recorded session that the Manufactured Housing Institute (MHI) arguably failed to properly report. Gray later praised HUD Code manufactured homes. But despite periodic lip service paid to manufactured housing, including mentions in Biden-Harris housing plans that MHI endorsed, but which the Manufactured Housing Association for Regulatory Reform (MHARR) notably did not back. As the Biden-Harris regime is preparing to exit formal control over the federal bureaucracy, regular MHProNews learned yesterday that they apparently launched several Topsy Turvey moves that only make sense if the goal is to trip up the incoming Trump-Vance (R) administration. Those steps are counterintuitive to American public interests and popular sentiment as reflected by voting and polls. Perhaps in such a Topsy Turvey scenario as what has been called Vichy USA hopefully draws towards a close it should be no surprise that the exiting Biden-Harris (D) regime announced a record number of pardons and commutations, some of which were bestowed on some shocking convicted criminals.
Joe Biden (D) issued what has been reported as a record 1,538 executive clemencies or pardons. Those are routinely people who have already been convicted of a crime, some of which were serious crimes. A recent survey indicated that only about 20 percent of the population agreed with Biden pardoning his son Hunter, especially after he and the White House repeatedly stressed that he would not pardon his convicted son. PARDON ME: Biden Issues a Record 1,538 Executive Clemencies

President Joe Biden released a list of 39 pardons and 1,499 commutations of sentences Thursday, setting the record for presidential clemencies in a single day.
The White House described the majority of those pardoned as having committed “nonviolent drug offenses.” The list did not go into detail on specific crimes.
The pardon list includes Mikhail Zemlyansky, a Long Island, New York, man who committed a $35 million fraud. New York City’s WNBC-TV reported prosecutors called it “the largest single no-fault car insurance fraud scheme ever prosecuted.”
John Paul Garcia’s name also appears on the list. The Las Vegas Optic’s jail log from July 26 reports Garcia was booked into the San Miguel County Detention Center for battery on a household member, despite the White House describing his crime as a “nonviolent offense.”

The president is reportedly considering issuing preemptive pardons to President-elect Donald Trump’s political opponents, some of whom could include Dr. Anthony Fauci and former Rep. Liz Cheney, R-Wyo.
“America was built on the promise of possibility and second chances,” Biden said in a White House press release.
“As president, I have the great privilege of extending mercy to people who have demonstrated remorse and rehabilitation, restoring opportunity for Americans to participate in daily life and contribute to their communities, and taking steps to remove sentencing disparities for nonviolent offenders, especially those convicted of drug offenses.”
Trump promised he is “going to be acting very quickly” to pardon those imprisoned from the Jan. 6 protests in an interview with NBC’s “Meet the Press” on Sunday.
Joe Biden on Dec. 1 granted his son, Hunter, a “full and unconditional pardon” for every federal offense that Hunter committed or may have committed from Jan. 1, 2014, through Dec. 1 of this year. That reneged on the promise the elder Biden made multiple times that he would not pardon his son.
Biden concluded his statement on Thursday’s clemency list by stating, “My administration will continue reviewing clemency petitions” over the coming weeks. He leaves office on Jan. 20.

Media outlets across America were headlining Joe Biden’s announcement Thursday that he has granted a couple dozen more pardons and hundreds and hundreds of commutations.
But one headline getting attention was that about Biden’s grant of clemency for a couple of Chinese spies, and the fact Biden did it without making any announcement.
The Biden family links to China long have been the subject of speculation about their extent, and their impact on his presidential decisions. Son Hunter Biden once traveled to China with then Vice President Biden and came back with a multi-million-dollar business deal.
The secret clemency acts were described by the Federalist.
“X user Nick Sortor posted that ‘Joe Biden just pardoned multiple Chinese spies and an individual convicted of possessing child p*rnography. WHY?'” charged the report, which noted Biden “did it quietly only days before Thanksgiving.”
“While most Americans were finalizing their menus and getting into the holiday spirit, Biden commuted the sentence of Yanjun Xu on November 22. Xu was convicted in 2022 for ‘conspiracy to commit economic espionage; conspiracy to commit trade secret theft; attempted economic espionage by theft or fraud; attempted theft of trade secrets by taking or deception.'”
Biden’s conclusion, as he said in his pardon, was, “it is in the national interest that the term of imprisonment related to the aforesaid conviction not be served in its entirety.”
Xu was told to leave the U.S. and never return.
“Similarly, spy Ji Chaoqun was convicted of ‘conspiracy to defraud the United States; impersonating agents of foreign governments; statements or entries generally,'” the Federalist report said.
He had arrived in the U.S. in 2013, later enlisting in the U.S. Army Reserves under a program for those with “special skills.”
Federal authorities in Illionois said, “Ji worked at the direction of high-level intelligence officers in the Jiangsu Province Ministry of State Security, a provincial department of the Ministry of State Security for the People’s Republic of China.”
Biden commuted the sentence, with the Chicago Sun-Times confirming it was “with no fanfare or public announcement.”
The report continued, “Even more disturbing, Biden also granted clemency to Shanlin Jin, who was convicted after ‘police found more than 47,000 images and videos of child pornography in his computer.'”
The Financial Times suggested the executive actions were “part of a prisoner swap” involving Mark Sweden, Kai Li and John Leung. However, such swaps typically are promoted by the president making them.

Part III – Additional Facts-Evidence-Analysis (FEA) and MHProNews Commentary
In no particular order of importance are the following items.
1) MHProNews believes in headlines that faithfully deliver on the stated topics. This is the house referenced in the headline. Note that the estimated payment and other details such as the monthly payment are per the seller and could merit close scrutiny. It may be that those are base figures which are actually higher at a loan closing depending on the loan type, interest rates, perhaps the use of a minimum instead of larger down payments, etc.
2) Speaking of interest rates, the new article on MHLivingNews built around an analysis of a new Fannie Mae press release on mortgage rates is linked below.
3) While interest rates have fluctuated somewhat, the principals and data linked below is still applicable. Other than deporting millions of souls illegally in the U.S., no other current method for producing a volume of inherently affordable housing can achieve what HUD Code manufactured homes could. But that requires, in part, public officials that authentically embrace the routine and robust implementation of existing federal laws.
4) Which should call to mind that a new HUD Secretary has been nominated by former and future President Donald J. Trump (R) and his transition team. Eric Scott Turner’s position on the MHIA and federal enhanced preemption is not known. If MHI were sincere about getting “enhanced preemption” routinely and robustly enforced as William “Bill” Boor and CEO Lesli Gooch has claimed, they can produce proof positive of their communications and discussion with Turner on that issue. That said, there is no known evidence that they have yet taken such a step with Turner, which was not proven by MHI with either Marcia Fudge or Dr. Ben Carson.
5) The outgoing Biden and Harris regime are apparently attempting to ‘sabotage,’ frustrate, or delay the incoming Trump-Vance administration as much as possible.
6) But even prior to this ‘exit’ of Biden-Harris, there have been numerous steps taken by Biden-Harris and Democrats that arguably fostered problems for the American people. So-called open borders have allowed in millions which included literally hundreds of thousands of criminals.
7) The so-called, and misnamed, Inflation Reduction Act fostered inflation, it didn’t calm it. Then Democrat and House Majority Whip James “Jim” Clyburn (SC-D) told left-leaning MSNBC that Democrats ‘knew’ that they would be causing inflation with that bill, but they justified it in their own minds and in their public messaging.
8) More examples of foreign and domestic policies are possible, but one point is that Biden-Harris have apparently embraced demonstrably bad choices that ran counter to their campaign promises and claims.

The “Infrastructure Bill” promised to bring back US manufacturing and revitalize infrastructure.

But let’s be fair and say that Biden and Harris are not “idiots” as some assert. These are, or in the case of Biden, sometimes are, reasonably intelligent and experience individuals who could or should know better. Therefore, what they did wrongly is not because of lunacy or a lack of intellect, but rather because they made decisions that benefited their benefactors i.e.: their donors.
9) We now know in a legal sense that the now pardoned Hunter Biden was a convicted criminal. Hunter has been described as the ‘bag man’ for the Biden family grift. There is ample evidence to make the case that Biden (D) was committing criminal acts and that his son is just part of a network of individuals, some family, others not, involved in those un-American and criminal escapades. Biden has been called perhaps the most corrupt president in U.S. history.

11) It has been obvious for years that deep pockets have funded the campaigns of their chosen candidates. It is both stated and implied.
There is an obvious underperformance in our industry. But to be objective, our profession isn’t alone. The U.S. is underperforming. They U.S. has had its economic and political situation arguably been manipulated by the powers that be that have significant influence over our society, economy and politics. God willing, the incoming Trump-Vance administration will start to make a positive change in these evident problems. MHProNews will continue to monitor and report as deemed warranted.
Postscript. It is good to recall that the uber wealthy are not per se evil because of their wealth or power or influence. Money and influence are morally neutral. It is how that money, power, and influence is used that is either good or bad, right or wrong.
