Like it or not, the Institute for Building Technology and Safety (IBTS) is the contractor used by the U.S. Department of Housing and Urban Development (HUD) to collect the data for the production and shipments of new HUD Code manufactured homes. That data is thus “official” federal facts on manufactured housing. The latest 50 state dataset plus Washington, D.C., and Puerto Rico (PR) for December 2024 production and shipment statistics are found in Part I below. To tee that up, a partial recap of what the Manufactured Housing Association for Regulatory Reform (MHARR) reported as a summary linked here is shown after this paragraph. Additionally, among the items in Part II of this report with analysis will include a fascinating news tip with respect to the status of the Manufactured Housing Institute (MHI) and the Texas Manufactured Housing Association (TMHA) case update vs. the U.S. Department of Energy (DOE) rule on manufactured housing published yesterday at this link here.
According to the longer report previously provided and reported on and unpacked in detail by MHProNews at this link here from MHARR was the following facts that frame the insights for Part I production and shipments by state.
The Manufactured Housing Association for Regulatory Reform (MHARR) reports that according to official statistics compiled on behalf of the U.S. Department of Housing and Urban Development (HUD), HUD Code manufactured housing industry year-over-year production increased in December 2024. Just-released statistics indicate that HUD Code manufacturers produced 7,078 new homes in December 2024, an 11.2% increase over the 6,360 new HUD Code homes produced in December 2023. Cumulative production for 2024 thus totals 103,314 homes, a 15.8% increase over the 89,169 HUD Code homes produced during 2023.

…the Sierra Club v. Perry consent order, requiring publication of the DOE standards, was still out there and could be revived if DOE pulled back the regulations. Well, doing a check this morning, I found that the consent order, at DOE’s own request, was vacated back in October 2022 and the entire case was simultaneously dismissed.So, even if the energy mavens object, they would likely have to file a new case, which would at least add some cost and time to their machinations.
