The 64 year old White is retired and lives in a single wide located in Rainbow Rock Village in Curry County, Oregon. Their story underscores the dramatic improvement in quality, safety and energy efficiency in manufactured housing since the Department of Housing and Urban Development (HUD) manufactured home safety standards went into effect, which took place on June 15, 1976, and accelerated with the updates to the so-called HUD Code in 1994. Nevertheless, millions of pre-HUD Code mobile home owners may struggle with issues like those which have impacted White, including utility bills that may be half or more of her monthly social security check of under $400 monthly.
