Leagle.com, a website devoted to court cases, reports Stephen Scott Edwards bought 11.34 acres of agriculturally-zoned land in Bladen County, North Carolina, three and one-half years ago to establish a manufactured home community.  The Planning Board turned down his request to rezone the land, saying while it met safety and health concerns, it would not be in harmony with its neighbors.  Edwards then appealed the ruling to a NC Superior Court, which said he was entitled to a Special Use Permit to construct the community.  The Planning Board again refused to issue a Special Use Permit.  The case is now in the hands of an appeals court to determine whether sufficient findings of fact were made by the Planning Board in its denial.
