From California, The Sun of San Bernardino County says that the City Council of Yucaipa released a 49-page report on new methods to monitor homesite rents at manufactured communities. The report was criticized for being twice as long as the ordinance itself, and also for pitting residents against community owners. One suggestion was to hire a retired judge to adjust the rents. In the end, the council voted to permit the rent administrator authority to determine if the adjustment application is complete, to hear applications from community owners to make temporary rent adjustments, and to clarify statues of limitations. The council also approved requiring community owners to submit eight applications to the city for rent adjustments, as well as denoting separate temporary rent adjustments for capital improvements.
