In a follow-up to our story published May 2, the Daily News reports the Salisbury, Massachusetts, Town Council voted to ask the state legislature to amend the Chapter 40B housing law so factory-built homes that have not moved in 20 years can be counted towards the town’s inventory of affordable housing. If approved, it would meet the requirement of 10 percent of housing that needs to accommodate low and moderate-income households. The amendment applies only to Salisbury, but if approved by the state legislature, it might also open the door for other communities to include factory-built residences in their need to meet requirements for low-income housing. The amendment would prevent developers from building low-income housing inside the town in violation of zoning bylaws.
