The Fresno Bee in California reports that residents of two adjacent land lease communities in Clovis, California, will have to pay for road and drainage improvements to their communities. A hearing officer said the community owners of Campus Corral and Arabian Village have complied with the rent control ordinance and were justified in asking residents to pay for the $863,000 in improvements. Residents who want can pay their full share of $3,414, or pay a $66 a month fee for five years. A previous proposal would have them pay $15 a month for 15 years, but they would lose their rent control provision. A plan is being worked out to help those on fixed incomes meet their obligation.
