Association Reaction to HUD’s Pam Danner, Lois Starkey, Revelations

MarkWeissJDPresidentCEOManufacturedHousingAssocRegulatoryReformDailyBusinessNewsMHProNewsIn a memo dated 12.21.2017, Mark Weiss, President and CEO of the Manufactured Housing Association for Regulatory Reform (MHARR) addressed his trade association’s board of directors, and copied their Technical Review Group and state affiliates.

That memo was obtained by the Daily Business News, and reads as follows.

RE:                 REASSIGNMENT OF MH PROGRAM ADMINISTRATOR

 

 

As a follow-up to our report on the above matter at the November 10, 2017 MHARR Board of Directors meeting and our memorandum to the Board on December 13, 2017, as well as numerous calls to MHARR’s offices, we can now report that Pamela B. Danner (installed as manufactured housing program administrator in 2014 on a career basis in violation of the Manufactured Housing Improvement Act of 2000), has been “detailed to the HUD Office of Single-Family Housing for 120 days.”  In the interim, Teresa B. Payne, currently manufactured housing program Deputy Administrator, “will serve as Acting Administrator for the Office of Manufactured Housing Programs.”  In addition to the foregoing, it has also been reported (although not yet confirmed through official HUD sources), that former MHI Vice President Lois Starkey, hired as a “Management Analyst” by the HUD program after she left MHI earlier this year, has been terminated from her employment at HUD.

 

            MHARR will now focus its full attention on pressing HUD to fully comply with the mandate of the 2000 reform law for an appointed manufactured housing program administrator, and will follow-up accordingly.

 

As a reminder, MHARR’s choice for this appointed position – as was previously agreed with MHI in January 2013 — continues to be Mr. Victor DeRose.

I have been a vocal critic of HUD’s Alternative Construction (AC) approval for carport-ready homes. I don’t believe an AC approval for homes built with a host beam is warranted or that the AC approval process is the proper regulatory procedure. I communicated my concerns to Pamela Danner, Administrator of the federal manufactured housing program in a face-to-face meeting.

The most recent Manufactured Housing Institute (MHI) memo makes no mention of this development.

This is not yet a ‘done deal,’ as the reported reassignment of Danner is for 120 days.

Gunnell is an RVP for Clayton Homes. That article and others in the same newsletter indicated that MHI wanted Pam Danner ousted from her role at HUD.
