Congressional Leadership Seeks Action on Tax “Extenders” Bill; Measure May Include “Carried Interest” Tax

On March 11, the Senate passed legislation to extend the Energy Star Tax Credit for one-year. The entire tax “extenders” package with an estimated cost of $137.9 billion included more than $30 billion in one-year extensions of tax breaks that lapsed last year. The bill was referred back to the Ways & Means Committee of the House of Representatives for consideration of revenue-raising offsets.

MHI’s Energy Efficient Manufactured Housing Legislation Passes the House

Last night, Congressional leaders passed legislation to help stimulate the economy and increase energy efficiency. The Manufactured Housing Institute (MHI) strongly advocated for the passage of an amendment offered by Rep. Baron Hill of Indiana on Energy Efficient Manufactured Housing which was attached to H.R. 5019, the Home Star Energy Retrofit Act of 2010. The House of Representatives passed the bill by a vote of 246-161, largely along party lines. The legislation will now be referred to the Senate for consideration. For final vote results click here.

4,517 Manufactured Homes Shipped in March 2010, Up 14.2 Percent from March 2009

MHI’s Monthly Economic Report© for March 2010 is now available.

The Manufactured Housing Institute’s actual shipments report indicates that 4,517 new HUD Code homes were shipped in March 2010, up 14.2 percent from March 2009. Increases were across the board with both single-section and multi-section homes shipments up compared with the same month last year.

Contact Your Congressman to Vote YES! on HR 5019

Congressional leaders will vote on legislation to help stimulate the economy and increase energy efficiency. MHI strongly supports the amendment offered by Rep. Baron Hill of Indiana on Energy Efficient Manufactured Homes which was attached to H.R. 5019, the Home STAR Energy Retrofit Act of 2010. The Home STAR legislation will be going to House Rules most likely Wednesday (May 5th) and then to the House floor on Thursday (May 6th) for a vote.

MHCC at Brink of Destruction as HUD Attempts to Render it Irrelevant

I. MEETING OVERVIEW AND ANALYSIS

The cumulative impact of years of mismanagement of the HUD manufactured housing program under its prior leadership was on full display as the Manufactured Housing Consensus Committee (MHCC) met on April 28-30, 2010 in Tulsa, Oklahoma. Building on a series of actions initiated and advanced by HUD during the past several years, the role, authority, functionality and independence of the MHCC has, for now, been replaced by de facto HUD domination, in both procedure and substance. These actions, designed to effectively transform the MHCC into a rubber stamp for the HUD program — similar to the former National Manufactured Housing Advisory Council disbanded by Congress as part of the Manufactured Housing Improvement Act of 2000 and replaced with the MHCC — culminated at the Tulsa meeting

Arlington, VA, April 21, 2010—The Manufactured Housing Institute’s actual shipments report indicates that 3,457 new HUD-Code homes were shipped in February 2010, down 2 percent from February 2009. House Energy and Commerce Committee Passes Critical Amendment on the Energy Efficient Manufactured Housing

Today, the House Energy and Commerce Committee met in an open “markup” session and passed an amendment offered by Rep. Baron Hill of Indiana on Energy Efficient Manufactured Homes.

Specifically, this amendment would offer $7,500 rebates which may be used to facilitate the purchase of a new Energy Star qualified home. It also adds a decommissioning grant of up to $2,500 which can only be used to cover the cost of removing the home.
