Although the demographics of Beckley, West Virginia changed little between 2000 and 2010, and the town and Raleigh County are anticipated to have virtually no population growth in the coming years, the 2014 Comprehensive Plan is designed to meet future needs. As part of the plan, the West Virginia Development Financing Program, which provides funding for affordable housing programs under Constructing Affordable Sensible Homes (CASH), encourages builders and modular home dealers to build single-family homes. In addition, the Land Develop Program provides fixed-rate loans for builders to acquire land and construct subdivision lots.
