In following up on stories published here May 3 and May 5 ,The Los Angeles Central Coast Democrat reports that California Assembly member Bill Bonning (D-Carmel) is delaying his Assembly Bill 579 (AB 579) that would reimburse local governments legal fees when their rent control laws, or other regulations regarding communities, are challenged by community owners unsuccessfully. Several jurisdictions have had to abandon ongoing legal actions of this nature when they have exhausted funds in trying to protect the rights of manufactured community residents. As the law stands, local government pays legal fees whether they win or lose. Rep. Bonning, noting that community owners are poised to fight, said it would be prudent to make it a two-year bill in trying to negotiate language that would best protect homeowners and local governments.
