According to the press release by Congressional Representatives Mike Flood (NE-R) and Brittany Pettersen (CO-D) a bipartisan group of lawmakers in both the House and Senate (i.e.: bicameral) has introduced what is called the “Housing Supply Frameworks Act.” Rep. Petterson said: “We need to build up the supply of housing to bring down costs for renters and homebuyers.” While the press release below does not mention manufactured homes or manufactured housing, the bill itself does. Two pull quotes from the text of the bill will illustrate.

This bill directs the U.S. Department of Housing and Urban Development (HUD) to develop frameworks for best practices on zoning and land-use policies. The legislation also provides local and state governments with the necessary resources to confront barriers to housing development and construction.
The HUD-established frameworks would serve as a starting point for states and localities that are interested in reforming their zoning and land-use policies. The frameworks will serve as a resource for jurisdictions that need guidance on how to reform local laws, ordinances, and regulations to spur more building and growth. This legislation will be especially critical in communities facing shortages in housing and will create a playbook for communities that want to change their policies to encourage that development and growth.
With a severe shortage of between 4 to 7 million homes in the United States, this legislation will be critical for local and state governments to bolster their housing supplies, helping more Americans achieve this cornerstone of the American Dream.

1) According to a press release from the National Apartment Association (NAA) dated 3.6.2025 is the following.

The National Apartment Association (NAA) has long been urging lawmakers to focus on ways to improve our nation’s housing supply in an effort to ease longstanding housing affordability challenges. The subcommittee – under the leadership of new chairman Mike Flood (R-Neb.-1) – has taken this call to heart with its very first hearing focused on this critical issue.

Importantly, three pieces of legislation were noticed at the hearing, meaning they can be considered by the committee at a later date. 2) On the date and time that this article is being drafted (4.19.2025 at about 4:17 PM ET) there is no word found on the public side of the Manufactured Housing Institue (MHI) website about the Housing Supply Frameworks Act bill.
A contact at Manufactured Housing Association for Regulatory Reform (MHARR) recently brought the topic to the attention of MHProNews, and per that source, that trade association may be addressing the measure publicly on their website in the near term.
3) On 4.19.2025 at about 4:34 PM ET there is no publicly available information about the NAA cited letter (see Part II #1, above) that the Manufactured Housing Institute (MHI) signed onto, which MHI mentions in a one paragraph posted dated May 21, 2024, but does not reveal the specifics (i.e.: the actual letter). Why would MHI ‘endorse’ a ‘housing coalition’ supported plan without showing it to the public or Industry pros who are non-members of MHI? By contrast, MHARR is highly transparent. What they email out routinely goes on their website. What the tell public officials routinely goes publicly on their website.
That MHI letter that they DID NOT provide to the public was obtained from a third-party by MHProNews and is linked here. The screen capture of that MHI post that mentions what the NAA cited is linked here and the commentary said in part the following.
“With no apparent sense of shame or irony, the Manufactured Housing Institute (MHI) provides a one paragraph summary of a bill they pitched as “legislation to clear zoning barriers to manufactured housing.””
3) Neither the Housing Supply Frameworks Act nor the NAA-MHI and other conventional housing trade association linked letter mentions the Manufactured Housing Improvement Act nor its “enhanced preemption” provision. More on those topics are found among the headlines for the week in review that follow. But briefly, if MHI wanted to see the supply of HUD Code manufactured homes to grow they would have arguably pressed legally and otherwise existing law, which is obviously far more dependable than legislation that may or may not become law. In the quotes below this graphic that follow, Bing‘s AI powered Copilot briefly explains that logic.

According to a document linked here that was from Senator Todd Young and included Rep. Mike Flood: “The YIMBY Act, which passed the House without opposition in 2020, represents a major step toward restoring balance to the country’s housing ecosystem while also creating more opportunities for Americans and their families to access and afford a home of their own.” Put differently, for at least 5 years that legislation has been pending. There is no guarantee that it will ever become law. The point? Once again, if MHI were serious about getting more HUD Code manufactured home production then they would join forces with MHARR and press for an ‘all of the above’ strategy that includes legal efforts (suing to get the law enforced), lobbying, and educational/marketing efforts to get the 2000 Reform Law and “enhanced preemption” enforced.
The fact that they have failed to do so is prima facie evidence that they have no serious intention of doing so at this time. For details, see several of the headlines in review.

There can be a measure of victory on earth over evil. But it is only after we pass from this life into the next, the one that will never end, that we will completely understand with great clarity all of the answers to our why and how sorts of questions. Heaven is a place of eternal joy, where there will be no more sorrow. We mortals can choose heaven by a combination of God’s grace working with our free will deeds. The poorest among us can live for eternity in the joys of heaven. The richest among us are not barred from heaven, but they all too often become wise in their own eyes and opt to live by a code that is not Godly. When they reject God’s grace, when they turn to evil instead of good, when they vail to repent and live the life Jesus called us to, they have effectively chosen eternity with Satan and his followers.
Many if not most of our schools no longer teach such things. Jesus himself warned against a time when evil may seem to be ascendent. When the righteous seemed to be in retreat. But those Apostles who hid in fear in the Upper Room following his crucifixion and death became courageous when they saw the Risen Lord. They became courageous when faced with all manners of threats and evil, because they understood what their reward would be for perseverance in Godly ways until the end.
Seek first the Kingdom of God and all other things will be given to you as well.
When God’s people let the Divine Power work through them, the powers of darkness in this world go into retreat. The victory for those who seek God in this life may seem incomplete, but so too is ‘victory’ for those who follow the ways of the wicked are incomplete. William Shakespeare seemed to understand much about this battle between good and evil and he wove it into his story lines.
The battle for the souls of America has long been underway. What happens here matters around the world. In ways subtle or bold, we can do what is wise, right, and just. We can act in ways inspired by faith and overcome the evil that is around us.
Liars lie even to themselves. Deceivers are themselves deceived. So long as some persist in their evil delusions and deeds, they face far greater peril than any good soul throughout history has faced.
The light shines in the darkness and the darkness has not, and will not, overcome the light.
