According to Whiteville, the city of Whiteville in south central North Carolina has received a Community Development Block Grant (CDBG) of $525,000 under the new catalyst program, which requires strict non-discrimination procedures, and the city government must make every effort to include public input on how the funds are spent. The guidelines state a house that requires over 80 percent of the cost to rebuild will be replaced rather than rehabbed, and recipients must prove financial hardship to qualify. The city must provide temporary housing for those who have to relocate during the project. The rules limit the amount that can be spent on a manufactured home to $20,000, and a $40,000 limit on any structure. MHProNews has learned in addition to rehabbing private homes, the catalyst program requires some of the funding be spent for public use.
