Among the manufactured home lenders that are not publicly traded is Credit Human. Credit Human is a credit union that offers an array of services to their members that includes single family manufactured home lending. Following some information from the Manufactured Housing Institute (MHI) member Credit Human will be a true story that presents a bracing “view from the trenches.” Meaning, an authentic tale of how some professionals who get involved in manufactured housing see the industry after they have been involved for a while. A Credit Human (formerly known as SACU – San Antonio Credit Union) team member sat down to a meal with this writer and a colleague of his. That true story may be eye opening – perhaps refreshing for its candor – to some in MHVille. But it may prove bothersome to others. Part I of today’s report will be the latest state-by-state information for HUD Code manufactured housing production and shipments from the 50 states plus results for Washington, D.C., and Puerto Rico.  Part II will be a look at Credit Human, including insights from them in their own words, plus that true story – that “View from the Trenches” with lessons learned. Part III will be Daily Business News on MHProNews macro- and manufactured housing-connected market reports.

Part I – Manufactured Housing Industry Production and Shipment Data for all 50 States for April 2023 Reported in June 2023. 

SW is ‘single wide’ or more appropriately, single section.  MW is a multi-wide, more appropriately, multi-sectional (a.k.a. ‘double wide’ or ‘triple wide.’). Floors is the number of actual sections (each section is a ‘floor’) which can help discern how many sectional homes reported were more than a ‘double’ multi-sectional. Subtract all singles from Floors, and then divide the multi-sectionals to get an idea of if there were a less common triple or quadruple sectional.

Performance?

As the manufactured home industry data above reflects, manufactured housing is underperforming, even in the states where it is doing ‘better’ by historic, potential, or in comparison to others in housing.  The latest national snapshot from 1960 to 2022, per MHI member Skyline Champion helps complete the statistical picture of just how far manufactured housing has fallen from its 20th century history.

The Manufactured Housing Institue (MHI) and the Manufactured Housing Association for Regulatory Reform IMHARR) teamed up in the late 1990s to get the Manufactured Housing Improvement Act of 2000 (MHIA) enacted into law. It was supposed to, among other factors, give the industry ‘enhanced federal preemption’ to overcome zoning and placement challenges at the local level. Given that factual reality, manufactured housing professionals who may enter the industry under some illusion of how great the industry can be – and it can be – can suffer from the difference between what was told to them in the hiring process to what is experienced when the proverbial rubber meets the road.

Restated, the view from the trenches of those who engage with the public (B2C) or other professionals (B2B) can be disquieting. This we know from research using Indeed or other sources where past or current employees sound off about their bosses. While the example below is from Clayton Homes, something similar could prove to be true for several other MHI member firms.

For one more example, consider “Frank and Dave” (Frank Rolfe, Dave Reynolds) led Impact Communities.  On the date and time shown, they have a 2.7 star rating out of 5 on Indeed, per reviews provided by employees past and present employees evaluating the firm. Per Indeed, those reviews are collectively below average. With ratings like these, isn’t it more apparent that Impact Cares is window dressing and tax breaks?

Anyone who has met Barry knows how affable he apparently is. Those remarks above are worth considering in the light of the A Cup of Coffee with…Barry Noffsinger. That flashback is a reminder of the Preserving Access to Manufactured Housing Act era of manufactured housing industry history. For industry newcomers, Preserving Access was one of several pivotal points in the 21st century of manufactured housing industry history.

As people are wont to do at trade shows or other meetings, Barry, his now former colleague from then SACU (later rebranded as Credit Human), and this writer were sharing a meal. Noffsinger’s colleague made a bracing observation. ‘Manufactured housing is a dying industry…’

‘Manufactured housing is a dying industry.’ After a year or so (per my understanding of their remarks at the time) of dealing with the day to day realities of the industry, that reasonably young and educated man had come to the conclusion that the industry was a geriatric case (a paraphrase of other remarks he made). Barry looked like he had been slapped in the face. It was all politely papered over, I was asked to opine why the industry had a promising future, and after a while the meal ended. Not long afterwards, I was told so was that person’s role at SACU which became Credit Human.

There are limits to cheerleading. Specifically, after a certain point of failure to achieve potential, some will come to the understandable conclusion that manufactured housing has promise and possibilities, but that the promised potential is not being actualized.

There is an apparent and proverbial club that operates at several state associations and at MHI. Each member of the ‘club’ play their respective roles. They trade accolades. They give each other awards. They sing the praises of MHI (an apparent must for inclusion). They don’t break rank by speaking some notion that realistically looks at data and performance that may point to the obvious conclusion that the industry is not living up to its own hype.  The problem is NOT the product, there is routinely authentic value there. The problem isn’t land-lease per se, there are honorable independent companies, but then there are those who perform in a ‘Frank and Dave’ style that has been deemed ‘predatory.’

That noted, the MHI club members show up to talk about the future of the industry. They show up to tell people how great their sales and marketing are at so-called ‘educational events.’ But that begs the question. But if the sales and marketing are so good, then why is the manufactured home industry now in yet another stiff downturn?

While manufactured housing is slumping, conventional housing is surging. These are facts, not mere opinions. In fact, the pace of slump for manufactured housing is akin to the inverse of how rapidly conventional housing is surging. It defies common sense, considering manufactured housing has about half the cost per square foot than conventional housing does.

The future is uncertain. Predictions can be thwarted by an array of events. Those obvious disclaimers noted, MHProNews hammered MHI branded CrossMod® homes early and often. We were not alone. MHARR, and some MHI members that wanted to be low profile, expressed their own unique reasons why they opposed CrossMods. Recall the MHI ‘research’ and ‘focus group’ each of which demonstrated MHI’s stated position that this was the future for growth in manufactured housing. But years later, MHI had to admit in writing that CrossMods remain a stack of unfulfilled promises. At some point, the messenger and apostles of CrossMods must be called to account. Recall that early on that a state association executive told MHProNews that some survey operations can generate the desired result. In hindsight, it appears that state association executive – a MHEC member – was correct. As noted, not everyone at MHI, not every state association member (or staffer) is part of an apparently rigged system that promises much but fails to deliver.

A key provision of the MHIA is commonly called enhanced federal preemption of just enhanced preemption.  When anyone connected with MHI complains about zoning and placement barriers, a valid point, what they are routinely not saying is that the solution is already a matter of law. What is necessary is that the law be enforced. Since HUD does not appear – after some 23 years – to want to enforce the law, the solution is to sue to get the law enforced.  That said, the duplicity of MHI and some of their ‘insider’ members is also on display. Some members do not want the enhanced preemption law enforced.  These points may explain why MHI is willing to team up with the competitors of manufactured housing. What good have those competitors done for the industry?  The disconnects that appear, once the facts are known, point to a scheme hiding in plain sight where industry professionals say one thing, but are doing another.  As a logical consequence, several attorneys from outside of the industry have made public their research that points to a need for legal action and/or a new trade association that will properly represent manufactured housing advocacy so that the industry achieves its potential. Consumers, small businesses, and smaller investors are among those that are arguably harmed by the status quo.

To Be Completely Clear…Manufactured Housing is a Necessary and Useful Product that Ought to be Soaring

At some point, MHProNews will likely do a specific report that will focus on employment within the industry. What is the truth about the opportunities? What are the realities of working in the trenches of manufactured housing?

Clayton Homes and Impact Communities are just two of several companies. It may well be that working at Credit Human is far more pleasant than working at some other MHI member brands. We plan to look for a planned “view from the trenches” report series. But that said, even working for let’s say a more pleasant Credit Human didn’t make that professional referenced above at that breakfast feel any better about the future of the industry. He said this is a dying profession. That doesn’t mean he was correct, but it does reflect what that person thought and was willing to say in front of a supervisor, perhaps precisely because he had a third-person not from the firm sitting at the table.

Put differently, the insiders who play the game of going along to get along are allowing those inner circle types who are throttling manufactured housing from its true potential.  Those inner circle ones want to consolidate the industry. They say so in word and/or deed. That has an impact on employees.

For those working for a “white hat” company, the job satisfaction is routinely higher. Having visited numerous ‘white hat’ operations over the years, talking to team members and customers alike, the satisfaction that comes from ‘doing business the right way’ is obvious from both sides of the buy-sell desk or table. Until the current dynamic of manufactured housing industry insiders controlling MHI and enough others going along to get along changes, more of the same will result. There are some that fear, not without good reason, that some key members of MHI may be planning to kill off the HUD Code entirely and replace it with a more prefab or modular style industry. If that were to occur, the loss of affordable housing is significant. Recall what Skyline Champion said about their market share of modular vs. HUD Code.

One of several examples of how much of a positive difference the MHIA’s enhanced preemption could play in boosting the manufactured home industry is illustrated by the graphic below. In California, statewide preemption has become the law for so-called Accessory Dwelling Units (ADUs). Once that went into effect, sales skyrocketed. Something similar could occur for HUD Code manufactured homes.
