Residents told fox2now the bridge connecting the community to an area where more homes are to be sited has five pipes to carry the water through, but debris clogged the pipes, causing the creek to back up. The water came up under the homes without harming them, but did damage some cars.
The community is owned by East Central Mobile Homes, and an employee said Cassie and Ed Schmelz are the main operators, although in a later phone call, MHProNews has learned Ed Schmelz said he had sold his interest in the community.
The floodplain administrator for Franklin County, Tori Karim, said the bridge like the one residents alleged was built would have required a floodplain development permit, but no application was ever made for it. ##
