From Delaware and the Cape Gazette comes news that residents of manufactured homes there are looking forward to a second chance on a bill regarding rent justification. Written in conjunction with the National Consumer Law Center, the article notes the bill would force manufactured home park owners to justify rent increases above the consumer price index for urban consumers. Increases would need to be justified with receipts to cover expenses associated with upgrades and additional amenities. Documentation would be filed with the Governor’s Council on Manufactured Housing. Penalties for noncompliance with the proposed law would be strict and amount to as much as six month’s rents from every tenant.
