The Texas Real Estate Research Center (TRERC) in conjunction with the Texas Manufactured Housing Association (TMHA) has released its most recent report for March 2023 that asserts the ‘stabilizing’ of manufactured housing in that industry-leading state reflected in the second half of the headline above. The first part of the headline is a reference to this comment from a manufactured housing industry insider who emailed the following comments. “Congrats to you and the attorney who’s quote you included in your well analyzed and well written [MHProNews] article about MHI’s energy lawsuit. You just threw a well-deserved firecracker in the midst of these scumbags…proud of you, man.” The article that industry insider was referring to is the one linked below. How that relates to the remarks by TRERC will be unpacked in Part II below.
That report and remarks are bolstered by appreciative and supportive feedback from numbers of manufactured home industry professionals who have made the next reports ‘red hot’ (read hot) reads for March 2023, per Webalizer. Each of the following reports are connected to a publicly traded firm that are or have prominent MHI members.
With that preface, Part I of today’s report is focused on the TRERC March 2023 press release.

Texas manufactured housing activity stabilizes after 2022 correction
COLLEGE STATION, Tex. (Texas Real Estate Research Center) – Despite upticks in interest rates and ongoing macroeconomic concerns, general business activity increased in Texas’ manufactured housing industry for the first time since April 2022, according to the latest Texas Manufactured Housing Survey (TMHS).
Supply chains continued to smooth, and the costs of raw materials fell for the ninth consecutive month amid moderating inflation.
“In the first two months of 2023, Texas’ manufactured housing plants pulled back production to the lowest level in the past ten years,” said Rob Ripperda, vice president of the Texas Manufactured Housing Association, “but retailer sales to consumers are running near the same elevated levels as they were in 2021.”
TMHS respondents mentioned saturated inventory for retailers back in December, but those levels appear to be normalizing as all but one manufacturer in the February survey expected sales to increase in the short run.
“March marks the beginning of the spring selling season, so sales should be picking up across the state, and retailers are going to need more inventory,” said Ripperda.
Manufacturers plan to expand payrolls and workweeks after cutting back last summer. They also anticipate an increase in available workers, which will temper labor costs moving forward.
On the other hand, the industry is slowing plans for capital expenditures, possibly in response to a potential increase in the cost of capital. On the demand side, borrowing costs affect the manufactured housing industry through multiple channels.
“The Federal Reserve is signaling further rate hikes that could translate into higher mortgage rates,” said Dr. Harold Hunt, senior research economist at the Texas Real Estate Research Center. “Even so, this could still result in better manufactured housing sales as consumers find it harder to qualify for traditional site-built homes.”

Part II. Additional Information with More MHProNews Analysis and Commentary in Brief
It is stunning that the TRERC release doesn’t mention the DOE suit that MHI and TMHA have jointly engaged in. Certainly, every producer of HUD Code manufactured homes has to be thinking about what energy standards they are building to after the DOE’s deadline of May 31, 2023. Oddly, TMHA’s Rob Ripperda made remarks to that effect in the first report linked below. Then, truth-seeking journalists ought to examine other comments made to see if they align with reality. With that notion in mind, according to the statistics compiled by the Manufactured Housing Association for Regulatory Reform (MHARR), which cites official HUD data for manufactured home production, the following are the totals for all manufactured home shipped in Texas in January 2023, 2022, and 2021.
Texas | January 2023 = 1081.
Texas | January 2022 = 1655.
Texas | January 2021 = 1474.
So, if TRERC and TMHA are correct, the sharp plunge in January 2023 production will be followed by the higher rates witnessed in 2021, but still not at the clip in the first half of 2022.
That said, TRERC’s information has at various points appeared to be contradicted by other data. See the related reports linked below.
As alluded to previously herein, note that in the report linked above, TMHA’s VP Rob Ripperda previously let ‘the cat out of the bag’ on the DOE energy rule. Oddly, TRERC has been muted on that issue in the most recent report. Why?
Then, consider that despite the claim by TRERC and TMHA that ‘optimism grows’ for 2023, the actual data shows that manufactured housing shipments in/into Texas for January 2023 were down sharply vs. 2022 or 2021. Again, for reader convenience, are the figures for January 2021-2022-2023 shown below. Put differently, the sentiment survey reported above seemingly missed the mark for January 2023. If there are two obvious glitches, what else is missed or incorrect?
- Texas | January 2023 = 1081 new HUD Code manufactured homes.
- Texas | January 2022 = 1655 ” ” ” ” “.
- Texas | January 2021 = 1474 ” ” ” ” “.
That noted, the next report shows why TRERC and TMHA have been problematic as a reliable source for independent information.
In theory, MHI and TMHA are to be applauded for a ‘better late than never’ legal action. But there may be more to that suit than meets the eye. See that report and analysis linked below.
Industry readers and others should recall that in the summer of 2022, MHI once more claimed that manufactured housing had achieved ‘momentum.’ It was MHProNews that reminded readers that “momentum” was what MHI claimed in the fall of 2018 when the industry previously experienced an odd pull-back during an affordable housing crisis. Once again, an unusual pattern seems to exist where ‘momentum’ is declared, but the opposite actually occurred shortly thereafter.

Supposed ‘facts’ and ‘sentiments’ are shared, which when carefully examined are contradicted by other known facts and evidence. This is not simply a manufactured housing industry problem. It sadly appears to occur in other aspects of American living. One must be on the lookout for whatever is behind the mask.
