In an email to MHProNews was an article with this headline: “Trump’s 10-Part Plan to Dismantle the Deep State.” In that article on right-leaning Townhall authored by Sarah Arnold was the following: “President-elect Donald Trump announced his plans to completely dismantle the Deep State and return the power to the American people.” “Trump wasted no time between defeating failed Democrat presidential candidate Kamala Harris and getting to work on fulfilling his promises before he called for a crackdown on the district of corruption.” Why does this matter to MHVille? Because in a perfect world, which this one obviously is not, regulators and public officials would simply do their assigned jobs as a given law mandates. One need not look further than the following three examples to see why the article in Part I and related are of critical importance.
A) According to the Department of Energy (DOE) website, “The Energy Independence and Security Act of 2007 [EISA 2007] directs DOE to establish energy conservation standards for manufactured housing.” But that is supposed to be done in consultation with the HUD Secretary. Per the EISA:
“The Secretary of Energy, in consultation with the Secretary of Housing and Urban Development, shall establish energy conservation standards for manufactured housing that are based on the most recent version of the International Energy Conservation Code (IECC).”
That brings us to the importance of the HUD Secretary’s post.
B) The Manufactured Housing Improvement Act of 2000 gave HUD what is commonly called “enhanced preemption” over local laws that limit or outright ban manufactured housing. So, having a HUD Secretary and other officials at HUD that will follow the letter of the law, instead of giving it mere lip service, is important. While there are numerous sources to support this legal point on the 2000 Reform Law and enhanced federal preemption, let’s quote Mark Weiss, J.D., President and CEO of the Manufactured Housing Association for Regulatory Reform (MHARR).

So, having federal officials that “follow the law” and aren’t controlled by the so-called “deep state” matters to MHVille. It is one of many reasons why this writer for MHProNews invested the time in the series of pre- and post-election 2024 articles that included affordable manufactured housing on the Patch.
But there are perhaps even more important impacts on our American Republic in this move by President-elect Trump. More on these topics in Part II and how that could impact MHVille and the United States of America (USA).

A new video has appeared online featuring President-elect Donald Trump and his new plan to attack and end Washington “corruption” by dismantling the “Deep State.”
President Trump released his plan to DISMANTLE the Deep State. Now that he’s President-elect, this is the most important three minutes of video on the internet right now.

Primary is his intent to reissue his executive order from 2020 that provides presidential authority “to remove government employees” that actually are “rogue bureaucrats.”
“I will wield that power very aggressively,” he warns.
Second on his to-do list of 10 items is to “overhaul” the intelligence and national security industry.
“We will clean out all of the corrupt actors in our national security and intelligence apparatus,” he said, as those organizations now appear to be targeting Christians, conservatives and other perceived enemies.
A report at Conservative Brief noted his plan includes executive orders, reforms and even structural changes inside government agency operations.
It emphasizes openness and responsibility.
Under the Joe Biden-Kamala Harris administration, there were numerous instances of government actions apparently being weaponized against critics of the leftist agenda those two pushed onto Americans.
Especially Trump, who was targeted multiple times by court cases in which the facts were so manipulated the weaponization appeared obvious, such as charges against him for his handling of government documents after his first presidency.
Joe Biden had, in fact, mishandled boxes and boxes of government documents from his time as senator and vice president, yet no charges were brought against him.
Further, part of the program was a state case against him over his business operations. A leftist judge ruled he was guilty of fraud and announced a fine of nearly half a billion dollars – for actions that the supposed “victims” said in court they lost no money, and in fact would be happy to do business with Trump again.
Business experts told the court that Trump’s dealings were standard in the industry – to no avail.
Trump also cited the need to reform the Foreign Intelligence Surveillance Act courts, which allow spying on Americans.
The problem, he said, is that they are “so corrupt that the judges seem to not care when they are lied to in warrant applications.”
Additionally, he intends there to be a “Truth and Reconciliation Commission” to crack down on hidden wrongdoing by government organizations.
There also are plans to address government leaks, set up independent audits, move government jobs away from Washington, close the “revolving door” between those taking government jobs and then taking jobs in private sectors they regulated, and term limits for Congress. ##

1. On Day One, re-issue 2020 executive order restoring the president’s authority to fire rogue bureaucrats.
2. Overhaul federal departments and agencies, firing all of the corrupt actors in our National Security and Intelligence apparatus.
3. Fundamentally reform the FISA courts, ensuring that corruption is rooted out.
4. Establish a Truth and Reconciliation Commission to declassify and publish all documents on Deep State spying, censorship, and abuses of power.
5. Launch a major crackdown on government leakers who collude with the media to create false narratives, pressing criminal charges when appropriate.
6. Make every Inspector General’s Office independent from the departments they oversee, so that they do not become protectors of the deep state.
7. Establish an independent auditing system to continually monitor our intelligence agencies to ensure that they are not spying on our citizens or running disinformation campaigns against the American people.
8. Continue Trump administration effort to move parts of the federal bureaucracy outside of the Washington Swamp, just like President Trump moved the Bureau of Land Management to Colorado.
Up to 100,000 government positions could be moved out of Washington.
9. Ban federal bureaucrats from taking jobs at the companies they deal with and regulate, such as Big Pharma.
10. Push for a constitutional amendment to impose term limits on members of Congress.
FIRE ROGUE BUREAUCRATS AND CAREER POLITICIANS: President Trump’s plan will ensure that federal bureaucrats and politicians are held accountable to the American people.
Currently, removing corrupt or poor-performing federal workers is time consuming and cumbersome. Firing underperforming employees takes a year or longer, and is often completely impossible.
One study found that over a ten-year period, federal employees were fired at a rate of less than one in one thousand per year.
Additionally, Congressional term limits are necessary to curb the rise of career politicians—the reelection rate for House members is 94% and over the past half century has not fallen below 80%. The re-election rate for the Senate in 2022 was 100% and has not fallen below 75% since 1982.
TARGET GOVERNMENT CORRUPTION: President Trump’s plan targets the corruption that has plagued our federal government and harmed Americans.
The Biden administration has weaponized the FBI and DOJ to target conservatives, Christians, and their political enemies.
A leaked and since-withdrawn FBI memo recently revealed that FBI agents were likening traditional Catholics to “domestic terrorists.”
Bureaucrats from the FBI and DHS directly colluded with social media companies during the 2020 election to censor Americans’ speech.
During the Russia collusion hoax, government officials routinely selectively leaked information to the media to further their anti-Trump narrative.
The FISA Court process was corrupted by the Obama-Biden administration. In the leadup to the 2016 election, the FISA court issued multiple warrants to spy on members of the Trump campaign that were later declared invalid by the Justice Department Inspector General because the FBI made “material misstatements” in obtaining them.
The Justice Department’s Inspector General found that in their applications for FISA warrants, the FBI made 17 significant “errors” and “omissions.”
The Justice Department’s Inspector General found that the “central” piece of evidence the FISA warrants relied on was opposition research from the Clinton campaign.
An FBI lawyer admitted that he forged an email in an attempt to ensure that the Obama-Biden administration’s spying on the Trump campaign through FISA warrants could continue.
TRANSCRIPT
Here’s my plan to dismantle the deep state and reclaim our democracy from Washington corruption once and for all, and corruption it is.
First, I will immediately re-issue my 2020 Executive Order restoring the President’s authority to remove rogue bureaucrats. And I will wield that power very aggressively.
Second, we will clean out all of the corrupt actors in our National Security and Intelligence apparatus, and there are plenty of them. The departments and agencies that have been weaponized will be completely overhauled so that faceless bureaucrats will never again be able to target and persecute conservatives, Christians, or the left’s political enemies, which they’re doing now at a level that nobody can believe even possible.
Third, we will totally reform FISA courts which are so corrupt that the judges seemingly do not care when they are lied to in warrant applications. So many judges have seen so many applications that they know were wrong, or at least they must have known. They do nothing about it, they’re lied to.
Fourth, to expose the hoaxes and abuses of power that have been tearing our country apart, we will establish a Truth and Reconciliation Commission to declassify and publish all documents on Deep State spying, censorship, and corruption, and there are plenty of them.
Fifth, we will launch a major crackdown on government leakers who collude with the fake news to deliberately weave false narratives and to subvert our government and our democracy. When possible, we will press criminal charges.
Sixth, we will make every Inspector General’s Office independent and physically separated from the departments they oversee so they do not become the protectors of the Deep State.
Seventh, I will ask Congress to establish an independent auditing system to continually monitor our intelligence agencies to ensure they are not spying on our citizens or running disinformation campaigns against the American people, or that they are not spying on someone’s campaign like they spied on my campaign.
Eighth, we will continue the effort launched by the Trump administration to move parts of the sprawling federal bureaucracy to new locations outside the Washington Swamp. Just as I moved the Bureau of Land Management to Colorado, as many as 100,000 government positions can be moved out. And I mean immediately out of Washington to places filled with patriots who love America, and they really do love America.
Ninth, I will work to ban federal bureaucrats from taking jobs at the companies they deal with and that they regulate. So they deal with these companies and they regulate these companies and then they want to take jobs from these companies. Doesn’t work that way—such a public display cannot go on and it’s taking place all the time, like with Big Pharma.
Finally, I will push a constitutional amendment to impose term limits on members of Congress.
This is how I will shatter the deep state and restore government that is controlled by the people and for the people.

2) Consider the insight from the late John Kenneth Galbraith on regulators. “Regulatory bodies, like the people who comprise them…become with some exceptions, either an arm of the industry they are regulating or senile.”
Galbraith’s keen insight brings us to the following.
3) MHProNews has reported for months on the plans by Trump to reign in unaccountable bureaucrats, including the discussion of Project 2025, which was rejected by Trump but which nevertheless discussed the importance of some of the same topics addressed by Trump himself in the points made above. MHProNews was alone in spotlighting how Schedule F related reports included a manufactured housing specific controversy.
4) MHProNews carefully reported and documented how the Biden-Harris (D) regime appointees failed to enforce these laws in ways that benefited the millions of Americans who want and/or need affordable manufactured housing. Some examples are as shown.
5) Frank Rolfe may be notorious, but he is a higher profile member of the Manufactured Housing Institute (MHI). He has repeatedly called out MHI for failing to do their job and said that there is no will to solve the affordable housing crisis. The below was one of our earliest articles in the 2024 series on the Patch.

6) MHARR has not yet issued a post-election memo that specifically addresses the election outcome. It is not yet known if they plan to do so. Associations, by their very nature, ought to be nonpartisan. Associations are a First Amendment linked natural right, and those who are authentic associations vs. faux ones should be just as comfortable sitting down with a Democrat, a Republican, a Socialist/Marxist/Communist, a Libertarian, or whomever is in a position to potentially help the industry. Per the First Amendment, “…the right of the people to peacably to assemble and to petition the Government for a redress of grievances.” That is arguably the basic constitutional protection for an association.
7) In a perfect world, the rule of law would matter. MHProNews has made the point numerous times that Joe Biden was among those who voted for the enactment of the MHIA of 2000. To illustrate that point and related ones, consider this Q&A with left-leaning Bing’s AI powered Copilot.

You linked the Manufactured Housing Association for Regulatory Reform (MHARR) in this. Isn’t it true that the Manufactured Housing Institute, while paying apparent lip service to support enforcement of the 2000 Reform Law and its enhanced preemption provision, fails to have those words on its own website or in their published op-eds? Isn’t it also true that MHProNews/MHLivingNews have routinely reported on the importance of enforcing enhanced preemption and other provisions of federal law while Manufactured Housing Institute linked publishers routinely ignore the words “enhanced preemption” too? By contrast, “enhanced preemption,” a letter from Congressional Reps to HUD on that topic are found on the MHARR website?
On the other hand, MHProNews and MHLivingNews have consistently reported on the importance of enforcing enhanced preemption and other provisions of federal law. They emphasize the need for these measures to ensure greater access to affordable manufactured housing.
In contrast, MHARR’s website does include references to “enhanced preemption” and even features a letter from Congressional Representatives to HUD on this topic. This highlights the differing approaches and priorities between these organizations when it comes to advocating for the enforcement of federal laws related to manufactured housing.
You said those words are not prominently featured on their Institute website. But isn’t it more accurate to say that there is no known record of the Manufactured Housing Institute having those words on their own website, their own social media posts, or in their op-eds or mainstream media engagements? Hasn’t MHProNews/MHLivingNews repeatedly documented those realities? Hasn’t the MHProNews series on the Patch and in press releases documented that reality without known public challenge by MHI or its leaders?
Their reporting has highlighted this discrepancy, noting that while MHI appears to support the enforcement of the 2000 Reform Law in theory, they rarely use the specific term “enhanced preemption” in their public statements. This ongoing coverage underscores the importance of holding industry organizations accountable for their advocacy efforts.
