Texas housing manufacturers prepare for sales surge despite ongoing supply chain disruptions
COLLEGE STATION, Tex. (Texas Real Estate Research Center) – Manufactured housing sales were relatively flat in 2021, but the industry is optimistic about demand and expects Texas activity to accelerate in 2022.
Seven months of production growth have improved the backlog of manufactured homes, according to the latest Texas Manufactured Housing Survey (TMHS).
“The long backlogs that the industry experienced throughout 2021 and the near continuous rise in materials and labor costs limited manufacturers’ ability to take in new orders when delivery times were running in the 40-week range,” said Rob Ripperda, vice president of operations for the Texas Manufactured Housing Association.
“Manufacturers continue to pull those backlogs down through capital investments in their existing plants, bringing new plants online, and expanding their labor force. These measures should open up the order-flow spigots. Housing demand has remained strong, and investors are planning the greenfield development of several new manufactured-housing communities across the state in 2022.”
The TMHS capital expenditure index increased for the 19th consecutive month with additional investment projected on the horizon. The employment index expanded similarly despite skilled labor shortages that have driven wages and salaries upward. Ongoing supply-chain disruptions continued to contribute to inflationary pressure.
“The sudden surge in cases of the COVID-19 Omicron variant is again dampening optimism about smoothing the supply chain,” said Dr. Harold Hunt, research economist at the Texas Real Estate Research Center at Texas A&M University. “Although less severe than the Delta variant, employers may still see significant employee absenteeism from Omicron in the weeks ahead.”
Despite these headwinds, Texas manufacturers noted less uncertainty and an improved outlook for the first half of 2022. ##

The Texas RE Research Center has been somewhat favorably reported in their report with the Masthead analysis linked below.
While it may not have been their intention, their report demonstrated the weakness of CrossMods, not their ‘new class of manufactured homes’ purported claimed strengths. It may be “real,” but it is a market dud. That’s pre federal data provided to MHProNews, see the reports that follow.
Somewhat similarly, this Tx RE Research Center report has hits and misses too.
- First, sales grew in 2021, they were not ‘flat.’ The latest national sales trend data, which includes #1 Texas stats, has been demonstrably up, albeit not at the pace that the industry is cable of achieving.

- While they are correct that there are some ‘Greenfields’ – meaning new, ground up developments occurring – there is no mention of the fact that nationally, there are more closures than opening. Evidence suggests those closures are occurring in Texas as well as other states. The Tx RE Research Center needs to consider sources beyond those who are largely cheerleading if more authentic data and forecasts are to be provided.

- Meaning, there are looming headwinds if the TMHA, MHI, and others that support their party line fail to successfully press “enhanced preemption” under the Manufactured Housing Improvement Act of 2000. Who says? In essence, a MHI member producer in a tip to MHProNews.
- But that tipster is hardly alone. Other MHI producers and other factory-built housing pros have raised concerns about factors that are or will limit manufactured housing sales.
Then, there are the concerns raised by the Manufactured Housing Association for Regulatory Reform and several third-parties to manufactured housing.
So, yes, there is modest growth. Yes, that may continue for a time. But absent addressing the core issues that are limiting manufactured housing, some of which are tied to internal problems, it is inevitable that as vacancies in land lease communities steadily decline and other limiting issues aren’t addressed, there will be a ceiling hit and/or decline.
