The Department of Housing and Urban Development’s (HUD) report to Congress Feb. 22, 2013, which focuses on housing problems faced by very low-income families, found in 2011 almost 8.5 million families either paid more than half their income in rent and/or lived in substandard housing. MHProNews has learned this is 19 percent more than in 2009 and 43 percent over the levels in 2007. As the Manufactured Housing Association for Regulatory Reform (MHARR) points out, “affordable manufactured housing that HUD itself regulates on a comprehensive basis, remains almost completely absent from the Department’s strategic vision to prevent homelessness and expand access to affordable homeownership in a fiscally responsible manner.”
