The Department of Housing and Urban Development (HUD) has published a proposed manufactured housing ground anchor testing and installation rule in the July 26, 2013 edition of the Federal Register (copy attached). According to the preamble to the proposed rule, it is supposedly consistent – other than for “formatting and editorial changes” — with a previously-submitted proposal and recommendations of the Manufactured Housing Consensus Committee (MHCC).
Industry members will recall that this particular aspect of HUD’s initial installation standards rule was separated from the main body of the installation standards published as a final rule in 2007, and set aside for further study and evaluation by the MHCC. Following that review, the MHCC, in March 2011 approved certain recommendations to HUD that are the focus of this proposed standard.
MHARR, as always, will closely study the proposed rule and submit responsive comments on behalf of HUD Code manufacturers. The deadline for comments on the proposed rule from interested parties is September 24, 2013.
