From Iowa, the Press-Citizen reports that new legislation addresses abuses tied to sales and living conditions in the state’s oldest manufactured homes reported in a Des Moines Register investigative series over the past year. The report indicates key provisions of the bill include sweeping changes in how much information community operators must disclose to buyers and renters, greater protection from abuses in home sales and leases, more enforcement power and higher fines. The issue is not without its contrarians, however, at least with portions of the legislation. Joe Kelly, executive vice president of Iowa’s Manufactured Housing Association told the reporter he’s certain community owners will resist a provision that would give tenants 30 days, instead of three, to pay overdue rent before being evicted.
