The Texas Manufactured Housing Association (TMHA) reports of the 5,677 bills filed during the state’s 2013 Legislative Session, TMHA is following 175 of them. Included are House Bill (HB) 3361 and Senate Bill (SB) 214 which would continue the Texas Dept. of Housing and Community Affairs (TDHCA–the agency that oversees the Manufactured Housing Division) for 12 more years; HB 2954 and SB 1690, the Manufactured Housing Down Payment Assistance Program to help low income purchasers buy a home; HB 3613 to release delinquent tax liens on manufactured homes that are beyond the four year statute of limitations; HB 578 and SB 672 would grant regulatory authority to the Texas Dept. of Licensing and Regulation (TDLR) over modular residential home builders only during the first year following installation; and HB 2955 and SB 1673 which would relocate the regulatory oversight of modular homes from TDLR to the MH division of the TDHCA.
