A delay in the release of statistics on HUD Code Manufactured Housing will, per an informed source at the Manufactured Housing Association for Regulatory Reform (MHARR) to MHProNews, result in their publishing their report monthly statistical report and analysis on Monday 2.6.2023. It is possible, per that source, that structural changes in their report will be unveiled, because of several concerns and oddities in the data. That said, MHProNews is told that 6,406 HUD Code manufactured homes were produced in December 2022. ‘Looks like a total of 112,882 in 2022 vs. 105,772 in 2021, so a 6.7% increase.’ But compare that to this official remark from MHARR’s statement in February 2022 that said: “Specifically, just-released statistics indicate that HUD Code manufacturers produced 8,014 homes in December 2021, a 5% increase over the 7,633 new HUD Code homes produced during December 2020.” That would mean that manufactured home production has fallen below 2022 and 2021 production level.
Part I of today’s report will be a brief look at the known data for December 2022 monthly and annual totals.
Part II will be a brief and focused commentary.

Based on the remark ‘Looks like a total of 112,882 in 2022 vs. 105,772 in 2021, so a 6.7% increase’ and the 6,406 new HUD Code manufactured homes produced and shipped in December 2022 it appears to be about a 20 percent drop in production (6,406/8,014 = 0.79935113551).
Manufactured Housing Institute (MHI) connected sources have been signaling for months about a slowdown due to ‘recession,’ and sharply rising interest rates. Per a tip from the MHI generated Federated States email was the following.
MHI Releases New Study: “Manufactured Housing Market Trends During Recession Periods and Market Outlook”
MHI commissioned a study to examine how the manufactured housing market performed during recessionary periods over the last 40 years. The study found that manufactured housing shipments have generally declined during recessions, but that decline has been less severe than the decline in site-built housing as measured by overall housing starts. As there remains the possibility of a recession in the near-term, likely to be exacerbated by rising interest rates, high inflation, and a contracting housing market, this research is important for industry participants to understand the threat posed by economic headwinds and the historical impacts of prior recessions on the manufactured housing market as a whole. …##

Key findings from the [so-called MHI] study include:
- The rate of decline for manufactured housing shipment has been less severe than the decline in site-built housing (measured by housing starts) during four of the six recessions that have occurred over the last forty years: 1980-82 (two recessionary periods), 1990-1991, and 2008-2009. From January – May 2022, a year when the housing market has weakened amid rising interest rates, manufactured home shipments continued to increase faster than total housing starts.
- The Great Recession of 2008-09 was triggered by the collapse of the housing market when rising interest rates led to unaffordable mortgage payments and home foreclosures. Manufactured housing shipments contracted by 48% in 2009 compared to 2007 and housing starts fell even more by 59%. With a steeper decline in housing starts, however, the share of manufactured housing to total housing new supply increased to 8.2% from 6.6% in 2007.
- The primary impact of the COVID-induced recession in 2020 was the broad, and ongoing, disruption of supply chains. With this short recession, the level of manufactured home shipments was essentially unchanged during the whole year of 2020 from the level in 2019 while housing starts rose 7%.”
What’s almost hysterically, laughably ironic was their very next line in that same email. Hysterical? Why? Because Freddie Mac has produced several research reports that all point to manufactured housing potential being far larger than it has in fact been. That noted, MHI’s email headline said this.

When someone thinks about MHI and their ‘research/studies,’ one must keep in mind the hype they lathered the industry with approaching 5 years ago about their apparently failed CrossMod© scheme. They claimed one thing, but an entirely different set of outcomes occurred instead.
The official MHARR production and shipment report, per our source, will be Monday 2.6.2023. Watch for it.

According to an August 2022 document obtained from MHI, “49% of new manufactured homes are placed on private property and 51% are placed in manufactured home communities.” That would be a sea change in recent years. Historically, manufactured home ‘street retailers’ dominated in the destination for new manufactured home shipments. Notice: a quick look at that document seems to suggest that it is a mixture of accurate, but also some inaccurate, as well as missing information and in some cases, odd claims. A report will be planned to unpack their document.
MHI member Equity LifeStyle Properties (ELS) reported a dip in their fourth quarter sales, but said it was due in part to the impact of storms in Florida. Otherwise, they had ‘a record year’ for new manufactured home sales. See the EXTENSIVE details published in the report linked below.
