Despite the slowdown in the oilfield economy around Odessa, Texas, the population is still growing, especially in the area around West Odessa in Ector County. Local officials estimate based on the number of applications for installing septic systems, which are typically for single-family residences. The 2010 census determined there were 137,133 people living in Ector County, but that number has grown to 159,436 as of July 1, as oaoa tells MHProNews.
Since the beginning of the year there have been 14 applications for manufactured home rental communities (MHRC), according to Ector County Public Works Director David Peck, which allows a property owner to bring in manufactured homes (MH) and recreational vehicles (RV).
Applicants must first get permission from the Ector County Commissioner’s Court. Two years ago the commissioners set regulations for the MHRCs “to promote the health, safety, morals and general welfare of the county,” requiring a licensed engineer to certify the property has adequate sewage and water lines. If the infrastructure is not sufficient, the property owner must apply for a permit to put in adequate systems. ##
