As follow-up to a story MHProNews last posted June 3, 2016 regarding the possible misuse of funds by the city of Minot, North Dakota when it moved over 30 homes out of Odds Mobile Home Park to make way for a flood protection project. The homes were placed on blocks because that is what the city said was required by HUD. In fact, the homes have to be attached to piers, which makes them eligible for mortgages and insurance.
The city is now in the process of re-mounting the manufactured homes (MH), at its own expense, even in cases where it’s not required, according to minotdailynews.
Some former residents say they have suffered thousands of dollars in damages to their homes after being relocated to other communities, a lot of the damage to shingles and skirting, although one resident says her air conditioning system was improperly unhooked , making it tough to reinstall, and her home was never anchored to the piers.
One moving company, BC3, was targeted by several residents complaining about workmanship, but records do not show there have been complaints about the company previously. City Finance Director Cindy Hemphill said damages are the responsibility of the contractor doing the moving, not the city, even though the city is paying for the relocations.
Kent French, of the North Dakota Manufactured Housing Association, said the city’s attempt to distance itself from the problems is bogus since its consultant is taking quotes, hiring contractors and telling homeowners when their charges are acceptable.
In any case, the city will pay reasonable costs to re-site each home. ##
