The Washington, D.C. based Manufactured Housing Association for Regulatory Reform (MHARR) has issued a new press release to MHProNews. As the release that follows details, it is focused on key issues that impact potential purchasers of contemporary of any HUD Code manufactured homes, as opposed to the Manufactured Housing Institute (MHI) approach that seems to favor only a tiny class of manufactured homes that per all known data continues to be a market failure. What to casual observers may seem to be similar stances between MHI and MHARR, when carefully examined, are quite stark in their distinctively different approaches. Following-up on a February 14, 2022 meeting with the White House Council on Environmental Quality’s (CEQ) Director for Housing Efficiency (see, memorandum attached), MHARR has been invited to participate in an April 20, 2022 “listening session” being conducted by CEQ’s federal Manufactured Housing Task Force. The “listening session” will include multiple federal agencies connected with the federal Task Force, as well as other HUD Code industry participants.
The April 20, 2022 meeting is slated to include participants from HUD, the Federal Housing Finance Agency (FHFA), the Veterans Administration, the Department of Energy (DOE), the Department of Agriculture, the Treasury Department, the Environmental Protection Agency, the Office of Management and Budget and other federal agencies. Among other things, the Task Force will address two key post-production issues that have devastated the growth, development and evolution of the manufactured housing market, as stressed by MHARR in its initial February 14, 2022 meeting with CEQ – i.e., increasing the availability of personal property financing for manufactured homes and a robust, fully-competitive manufactured housing consumer financing market through proper federal support, and eliminating state and local zoning and placement barriers that discriminatorily restrict or exclude manufactured housing. More broadly, the Manufactured Housing Task Force has been constituted to “address market and regulatory barriers to manufactured housing as an affordable, equitable and accessible housing option, with a particular focus on financing” consistent with the affordable housing goals and priorities of the Biden Administration.
Beyond these core financing and availability issues, it also appears that the Task Force will have a role with respect to energy matters, as indicated by the designation of DOE as one of its co-chairs. MHARR will, therefore, seek to ensure that the Task Force is fully apprised of the negative, exclusionary, unnecessary and extremely costly impacts that the pending DOE manufactured housing energy rule will inevitably have on both the HUD Code market and on American consumers of affordable manufactured housing.
According to the invitation received by MHARR, the Task Force is currently planning on conducting a series of four listening sessions overall, in order to promote and facilitate the utilization of affordable manufactured housing in accordance with the Biden Administration’s housing policies. MHARR plans to fully participate in these sessions by all available means, and will also submit written comments to the Task Force as appropriate.

On the heels of its February 10, 2022 meeting with senior Ginnie Mae executives regarding manufactured home consumer financing and the destructive “10-10” rule, MHARR representatives met on February 14, 2022 with the Director for Housing Efficiency of the White House Council on Environmental Quality (CEQ) and related HUD officials connected with a White House Task Force that will be addressing the utilization and availability of affordable manufactured housing.
As part of this meeting, MHARR stressed the two key post-production issues that have been particularly at fault in suppressing the utilization of mainstream HUD Code manufactured homes – (1) the lack of federal consumer lending support for manufactured home purchasers (and particularly discrimination against manufactured home personal property loans which comprise nearly 80% of the manufactured housing market) under the Duty to Serve (DTS) mandate and the Ginnie Mae “10-10” rule; and (2) discriminatory zoning and placement measures that have either excluded or severely restricted the placement of inherently affordable manufactured homes in many areas of the United States. These two crucial issues, not coincidentally, will be addressed in detail in MHARR’s upcoming White Paper on the exploitation of manufactured housing in federal housing and financial assistance programs for purely public relations purposes. In addition, MHARR also raised the pending U.S. Department of Energy manufactured housing energy standards rule which threatens cost increases that could well exclude millions of American families from the HUD Code market.
With the White House Task Force exploring the concept of a public meeting or similar forum to address issues surrounding the more robust utilization and availability of HUD Code manufactured housing, MHARR looks forward to participating further in this initiative and to forcefully advocating for reforms that are necessary to allow manufactured housing to reach its full potential as a key source for housing equity and affordable homeownership.
These matters will be discussed in greater detail at MHARR’s upcoming Board of Directors meeting.

Additional Information, MHProNews Analysis and Commentary in Brief
As will be noted in a planned follow up to our Sunday report, linked below, MHI has been accused by some of its own members and prior members of posturing effort rather than actually seeking to do what they claim.
That followed on the heels of a scathing commentary by a well placed MHI connected source, reportedly exclusively by MHProNews below. In the below a respected source didn’t tone their remarks down with a “Let’s Go Brandon” style PG rated commentary; instead, the f-bombs were thunderously dropping.
Perhaps by coincidence, but another clearly connected MHI platform was recently used to ‘announce’ the ‘launch’ of a new post-production trade organization, who apparently aimed to supplant MHI among community operators.
These are apparent votes of ‘no confidence’ in MHI. The obvious takeaway from that partial sampling is simple yet profound. MHI is increasingly accused of what MHProNews, MHLivingNews, MHARR, the Modular Home Builders Association (MHBA), Prosperity Now (previously known as CFED) and others inside and outside of the industry has previously accused the Arlington, VA based MHI of for some years.
Some may choose to ignore this. But you can’t make this apparently increasing push-back against MHI up. Thus, some periodic lighter looks at these vexing issues are warranted.
But it should not be thought that MHI and their dominating brands will just ‘get away with it.’ Stay tuned…
