Before digital news the operative phrase for major breaking news was “Stop the Presses” and all eyes in MHVille should focus on the latest Manufactured Housing Institute (MHI) “housing alert” email to their members and followers. During a well-documented affordable housing crisis, HUD Code manufactured housing is suffering from the steepest decline in manufactured housing in years. While manufactured housing is per the latest national data still sliding, fresh data from the National Association of Home Builders and other sources revealed that far more costly conventional site built housing sales are rising at a strong clip. With that brief backdrop, on June 23, 2023, the Manufactured Housing Institute (MHI) issued one of their self-proclaimed “Housing Alerts” to MHI members and other readers. The MHI “housing alert” topic was “HUD Elevates Office of Manufactured Housing Programs” and their message, such as it is, is provided below. In response to the MHI email, a Manufactured Housing Executives Committee (MHEC) member said the following.
“Tony, Blah, blah, blah. This is just a lateral move under the [HUD] Commissioner and is NOT an ELEVATION. In the past, manufactured housing association leaders asked for an appointed DEPUTY ASSISTANT SECRETARY solely in charge of manufactured housing and its consumers. Our industry’s competitors are against creating an appointed Deputy Assistant Secretary role because that would be an authentic elevation of manufactured housing. So, MHI’s [i.e.: Manufactured Housing Institute] strategy of teaming up with the industry’s competitors may once more be seen as a diversion at best rather than the positive that MHI tries to posture. Recall how MHI was celebrating the fact that the Biden Housing Plan mentioned manufactured housing so many times? What good did that Biden Housing Plan do in practice? By contrast, MHARR [i.e.: Manufactured Housing Association for Regulatory Reform] leaders no doubt recall that they and some involved at MHI used to push for manufactured housing having a coveted appointed DEPUTY ASSISTANT SECRETARY role. Because MHI is in bed with competitors of HUD Code manufactured housing the best it can do is turn a lateral move into an attempted PR victory. The same folks at MHI who embrace in bed the industry’s competitors and publicly BRAG ABOUT IT are trying one more head fake…go figure.”

The Modular Home Builders Association (MHBA) director Tom Hardiman’s take on the Biden Housing Plan has proven to be insightful. He called it a political payoff which would turn the American Dream into the American Nightmare. Ouch, but in hindsight the data supports Hardiman’s concerns. But more recently, several states have taken on a different aspect of the Biden Housing plan too.

Recall MHI’s prior use of “got clout” until MHProNews shamed them enough to cause them to drop using that ridiculous piece of razzle dazzle.

Instead of the Manufactured Housing Institute (MHI) dealing with the root causes that are holding manufactured housing back, MHI has once more ironically made the point from the MHARR White Paper in the summer of 2022. Namely, that there is often talk about what great things are about to happen, but when viewed in hindsight, it is like a fine mist that fails to “reach the ground” to truly nourish the soil, or in the proverbial case, the manufactured housing industry.
Like MHI’s purported razzle dazzle tactics on their claim of “got clout” was previously mocked by MHProNews until it was finally dropped by MHI. After all, the ultimate measure of clout is not photo ops, fancy razzle dazzle images, or ballyhooing remarks. But rather true clout means achieving the goal someone or an organization says they want to attain. For all of MHI’s talk about ‘attainable’ housing, it seems that tens of thousands of fewer manufactured homes will be attained by affordable housing consumers in 2023 at the current clip than was achieved in 2022. That’s not clout, that’s red herring, or diversionary, tactics. MHI claims they want to get more cost competitive lending for all manufactured homes. The legislation needed to do that was signed into law in 2008 as part of the Housing and Economic Recovery Act (HERA) which mandated the “Duty to Serve” (DTS) manufactured housing and other ‘underserved’ markets. But instead of getting lower cost chattel loans, or land-home mortgage loans that operate on par with the conditions for conventional housing in land-lease or in fee simple settings, MHI talks, talks, talks but delivers nada that is measurable for the industry’s steadily dwindling street retailer base.
Attorney and housing researcher Andrew Justus, J.D., recently made the pitch for what their research says is holding manufactured housing back. It is zoning and finance issues.
Attorney, law professor, and zoning research expert Daniel R. Mandelker Said in the spring of 2023 that an ‘Organization is Needed for Manufactured Housing Advocates Litigation and Legislative Support.’ Ouch. Isn’t that what MHI claims to be doing? Ouch! Is that MHI’s ideal of clout?
As promised above, there are good reasons to grasp the lessons of history as they apply to HUD Code manufactured housing. MHI’s outrageously oversized logo in their emails harken to the Stalin-Maoist propaganda tactics. The image begins with historic examples in the 20th and 21st century and largely speaks for itself.

MHI can dance, prance, attempt to seduce, or romance industry pros in a variety of ways. But what is beyond question is that manufactured housing is operating at a fraction of the level it did before legislation was enacted that were designed by Congress to support more manufactured home sales. Why doesn’t MHI, or several of their leading brands, routinely mention that manufactured housing once operated at far more robust levels in the 20th century than it does in the 21st century? What are the causes for manufactured housing’s underperformance? What are the cures? Hold those thoughts as you look at the facts presented in the production trend images that follow. Far more costly site-built housing production has been increasing in 2023. But far more affordable manufactured housing companies connected to MHI have to explain why there is so much potential and yet so little performance? As the Florida Manufactured Housing Association’s (FMHA) executive director Jim Ayotte said, this isn’t rocket science. True enough. But that begs the question. Why is the industry underperforming during an affordable housing crisis?
Perhaps more ‘honest’ in its disquietingly problematic claims are the words of Flagship Communities. Flagship made it clear in their own words that thwarting new manufactured home community development benefits – in their investor business thesis’ view, which is shared by others that are MHI members – themselves. But if that is so, and so long as MHI goes along with that thesis, that means that manufactured housing will continue to underperform. MHI corporate and staff leaders can’t have it both ways. They can’t say that the industry could be doing far more sales and production of HUD Code manufactured homes (true enough), but then rationalize why key parts of the industry are deliberately attempting to keep the industry underperforming so as to benefit their own investor pitch.
Recall that a key official with an MHI member firm told MHProNews well in advance of the latest downturn that the downturn is coming. That source proved to be correct even though at the time the industry was doing far better than it is now. There were no reasons to think that the industry was about to hit a downturn, yet that source made it clear that a downturn was coming. MHProNews put the question of industry performance to Bing’s AI function. ICYMI, or need a refresher, that answer from AI is interesting.
Manufactured housing is apparently living through a topsy turvy era where MHI makes big proclamations, issues housing alerts, but they are followed by – a shrinking of the industry’s production.
The truth is there for those willing to see it. Market manipulation can result in several types of civil and criminal penalties. These are not victimless crimes. For instance. Employees of these ‘MHI insider’ companies are among those who have, can, or will pay the price for the currently corrupt order.
Certainly, those independent retailers, producers and numbers of communities that closed or sold out for less than their authentic value have also been harmed. But once it is understood that the number of manufactured housing retailers plunged so low, it ought to be expected that manufactured housing is stunted in the 2010s and into the 2020s.
But there is also the issue of thousands of those HUD Code manufactured homes that are sold by factories to land lease communities are planned as rentals. UMH Properties, and others, have made that part of their business model.
While build-to-rent still helps keep production centers going, it is also a sobering reminder of just how low manufactured housing has sunk. Back when the industry was roaring in the 1990s build to rent was not as common a discussion.
MHI’s touted “MHI 2.0” appears to be more crafty and corrupt than it was in circa 2009 and since, if that’s possible. MHI 2.0 staff leaders say what they are supposed to say, do what they are supposed to do, and it isn’t obviously embarrassing to them that they are mouthing platitudes while consolidators, often accused of being predatory, are growing at the expense of smaller independents.
