According to the most recent data collected by the Institute for Building Technology & Safety (IBTS) on behalf of the U.S. Department of Housing and Urban Development (HUD), the manufactured housing industry downturn that began in the closing months of 2022 has continued. The manufactured housing industry collectively is now in the 9th consecutive month of year-over-year (YoY) lower production. This article will provide the IBTS data for production and shipments in all 50 states in Part I for June 2023, which is the most recent month those facts. Part II of this report will include the comments provided about the official data by the Manufactured Housing Institute (MHI) and the Manufactured Housing Association for Regulatory Reform (MHARR), along with some analysis of their respective remarks. Part III of this report and analysis will include the macro-markets and manufactured housing connected stocks and left-right mainstream headline news recaps.

According to the Manufactured Housing Institute (MHI) email dated 8.10.2023 was the following.

MHI’s recently released Economic Report includes both shipment and production tallies for June 2023. MHI members can read the full June Economic Report online.”
That micro-report then linked to MHI’s logon page which requires a member login. Restated, MHI does not provide the public or even manufactured housing professionals who are non-members any solid month-to-month data for June, which has been their pattern for some time.
That said, MHI also produces an emailed report to their Federated States affiliates, which are essentially akin to a message to MHI member state associations. For more clarity on that, see the report linked below.
Per that MHI Federated States Newsletter dated August 7, 2023 was the following.
Manufactured Housing Shipments Increase 3.6% from May, Continue to Lag 2022MHI’s recently released Economic Report includes both shipment and production tallies for June 2023. Cumulative shipments through June totaled 43,893 homes compared with 61,650 homes through the first half of 2022, a net decrease of 28.8%. In June, 8,179 new manufactured homes were shipped, a increase of 281 homes or 3.6% compared to May 2023, and a decrease of 3,193 homes or 28.1% compared to June 2022. Compared with the same month last year, shipments of both single-section and multi-section homes were both down by 28%. As of 2022, manufactured housing accounted for roughly 11.2% of new single-family starts, up from 9.4% in 2021. As of June 2023, manufactured housing accounted for roughly 9.8% of new single-family starts. Read the full June Economic Report.
The “Read” in the last sentence links to data similar to what is found above from IBTS in Part I, but which has additional breakdowns and insights. But again, that’s for dues-paying members, not for the public nor for non-member professionals. More on the significance of that shortly.
By contrast, what follows a bit further below is what the Manufactured Housing Association for Regulatory Reform (MHARR) provided for June 2023. Note that MHARR gives bloggers and publications an opportunity to republish their information at no cost. Furthermore, MHARR for some time has been providing that information in a mainstream media release that also allows for republication without cost. Simply put, MHARR is encouraging a wide use of their information. By contrast, MHI is limiting their information only to those who are dues paying members.
Bluntly, what MHI is doing is not only quite different than what MHARR, it is also fails to follow the pattern used by the National Association of Home Builders (NAHB), the National Association of Realtors (NAR), or the Recreational Vehicle Industry Association (RVIA). All of them provide some level of information to the public, which means also to non-dues paying members of their respective professions.
MHI is hiding data from non-members that MHARR thinks that others should have free access to, much the same as NAHB, NAR, the RVIA or others do. MHARR’s gratis report to industry members for June 2023 was as follows.
Despite Steep Production Decline, Manufactured Housing Institute Gives Fannie Mae and Freddie Mac a Pass
Washington, D.C., August 3, 2023 – The Manufactured Housing Association for Regulatory Reform (MHARR) reports that according to official statistics compiled on behalf of the U.S. Department of Housing and Urban Development (HUD), HUD Code manufactured housing industry year-over-year production declined again in June 2023. Just-released statistics indicate that HUD Code manufacturers produced 8,169 new homes in June 2023, a 28.1% decline from the 11,373 new HUD Code homes produced in June 2022. Cumulative production for 2023 is now 43,888 homes, a 28.8% decrease from the 61,659 homes produced over the same period during 2022.
A further analysis of the official industry statistics shows that the top ten shipment states from January 2023 — with monthly, cumulative, current year (2023) and prior year (2022) shipments per category as indicated — are:
The statistics for June 2023 produce one change from last month, moving Georgia into 6th place, ahead of Michigan.
The continuing steep production decline illustrated by these statistics, is the result, in substantial part, of the complete failure of Fannie Mae and Freddie Mac to provide securitization and secondary market support for manufactured housing chattel loans under the Duty to Serve (DTS) mandate. For 15 years since the enactment of DTS, the mortgage giants have failed to provide any support for these loans, despite the fact that they represent some 80% of the manufactured housing market and provide access to the industry’s most affordable homes. If DTS were implemented, in a market-significant manner, that factor, in itself, would draw new lenders into the HUD Code financing market and reduce interest rates through increased competition and lowered risk.
Yet despite the fact that Fannie Mae and Freddie Mac continue to flout Congress and the law with respect to the vast bulk of the HUD Code market, the Manufactured Housing Institute (MHI), representing the industry’s post-production sector, in recent remarks to a DTS “Listening Session,” “commended” Fannie Mae and Freddie Mac for their “efforts” regarding DTS. So, instead of exerting maximum pressure on Fannie and Freddie to finally begin serving the core of the industry’s retail consumer base, the national representative of the industry’s post-production sector effectively gave the two entities a pass for their continuing failure to serve the vast bulk of the industry and its consumers. This is unacceptable and only helps to excuse and prolong an unacceptable status quo.
MHARR, for its part, continues to press the Federal Housing Finance Agency (FHFA) for the full, complete and robust implementation of DTS in all HUD Code consumer financing markets.

One of the challenges that manufactured housing sellers and marketers has been the mystifying and at times troubling or even problematic behavior of MHI. For a recent example from July of 2023 is the following. When Lesli Gooch made her shocking remarks to the FHFA, first reported by MHProNews to the manufactured housing industry at large in the report linked below, MHLivingNews offered to do a Q&A on the issue with MHARR. That Q&A with MHARR president and CEO Mark Weiss follows the next-linked MHProNews report. Those who haven’t already done so should look at the Gooch remarks first, and then read the Weiss’ remarks for MHARR via MHLivingNews.
On 8.21.2023, MHARR by agreement with our parent company’s management provided the essence of that Q&A with MHLivingNews to their email list. Their cover message said the following.

Ever since Manufactured Housing Institute (MHI) CEO, Lesli Gooch stated at a July 18, 2023 Federal Housing Finance Agency )FHFA) Duty to Serve (DTS) “Listening Session” that “The Duty to Serve statute does not require Fanny and Freddie to purchase [manufactured housing] personal property loans, but does say explicitly that they – quote – ‘may consider’ such loans,” MHARR has been receiving inquiries from industry members regarding the meaning of this statement and its implications for DTS implementation, the HUD Code industry and manufactured housing consumers.
To address these inquiries and to provide further information regarding the problems posed by this statement – as well as potential means and methods for their correction – the attached reprint copy of a Q&A with MHARR President and CEO, Mark Weiss, initially published in the online publication MHProNews, is attached for your review and information.

Additional Observations, Summary and Conclusion
There are broadly speaking two main camps in manufactured housing trade media and bloggers.
1) There are those who are clearly connected to MHI. Those linked to MHI carry their water for them directly and/or at times by creating a smokescreen that obscures issues that ought to be clear to those who grasp the industry. MHI publishes various statements and documents, often via email which are often NOT posted to their own website, which claims certain priorities that they have had for the industry. MHProNews plans a report that will carefully unpack the MHI document. But suffice it to say for now that their ‘priorities’ include items that have been pending in Washington, D.C. since 2000, 2007, and 2008 depending on the issue. Why has MHI failed to achieve the enforcement of existing laws? Or why has MHI, in the case of the Energy Independence and Security Act of 2007 (EISA), only in the last year begun to propose legislation that might fix that problem? Why did MHI wait so long to file suit to stop what they said was harmful energy regulations of the industry? MHI has claimed “clout” and “Zen,” while demonstrating that they have access. But what have they done with that access? Where is the evidence for their claim of clout?
For those who follow the money trail, the ones at MHI who are benefiting consistently are consolidators. MHI touts recognition, photo and video ops, articles, and gives out awards to some companies that may make no sense when they are examined. MHI not only fail to do common sense things, such as provide the public with the latest production data as MHARR, NAHB, NAR, and RVIA do, but they also fail in the lobbying and legislative fronts too. So much so that a zoning law expert advocated creating a new manufactured housing trade group to do what MHI claims that they are doing. It was almost as if MHI didn’t exist at all. It doesn’t get much more embarrassing than that, does it?
2) Then there are those who are willing to question the MHI narrative and willing to expose the apparent MHI failures by using facts, evidence and common-sense analysis.
MHProNews/MHLivingNews are in that second category and the known evidence strongly suggests that MHProNews is the runaway most-read trade media serving the manufactured housing industry. The reasons seem clear. Inquiring minds want to know.
Even those who are in the MHI camp are reportedly routine readers of MHProNews. Why? Perhaps because MHProNews fairly and accurately lays out the facts, including the specific remarks made by MHI and its staff or corporate leaders. We do longer form journalism, which requires more time, effort, and expertise to do the types of reports with analysis that are produced by MHProNews/MHLivingNews. Again, people want to know, and getting ‘both sides’ of the story – the MHI and the MHARR perspectives reflected in their own words, and then getting the MHProNews analysis and commentary gives readers what we’ve long asserted. “We Provide, You Decide.” ©
It is easier, faster, and less time consuming to mimic the MHI party line. That’s what others often do.
But the problem for those who carry the MHI water, or who provide smokescreen cover for MHI is this. Their narrative simply doesn’t stand up to scrutiny. By contrast, MHARR’s posture and actions match their words. And in the trade media realm, MHProNews’ evidence-based contention is that MHI is essentially working for consolidators who dominate their trade association. For instance, thanks to research into prior MHI President and CEO, Gail Cardwell, industry readers and other affordable manufactured housing advocates now know just how important FHA Title I financing used to be to manufactured housing. That data in a Cardwell era MHI presentation also indicates when Title I crashed.

And what has MHI’s ‘almost a woman of influence’ CEO Lesli Gooch, Ph.D., done in response to such facts? See for yourself.
Others are welcome to spin their yarns any way that they want to do so as long as it is legal. That’s the nature of a free speech society. As long as your speech isn’t designed to defraud, defame, or otherwise cross a legal line, it can be 100 percent wrong, and still is allowed because of ‘free speech.’ Some apparently have little to no shame in either passing on or creating falsehoods or half-truths.
Manufactured housing is underperforming during an affordable housing crisis. That’s what the data clearly reflects. Others rarely, if ever in recent years provide the kind of stark chart that illustrates at a glance just how poorly MHI’s advocacy is. Here you go.
The irony at times is how MHI’s own members, in their investor pitches, illustrate the very core of the evidence- and logical thesis being laid out here by MHProNews. When MHI member Cavco Industries says that 6 million housing units are needed, we concur. When Cavco Industries (CVCO) says that factory-built housing, including manufactured homes are the best way to close that gap, there is plenty of evidence to support their claim, and to that extent, we editorially concur.

But when Cavco’s own top executive, William “Bill” Boor, speaking on behalf of MHI then tells Congress that the industry is at a “crossroads,” what he is de facto admitting is that MHI has failed to achieve its own stated goals.
Then, when Skyline Champion forges a new deal with Triad Financial Services (TFS), a subsidiary of ECN Capital, and both firms are celebrating that deal, it is a cautionary tale that the powers that be at MHI don’t believe for a second that they are going to get more financing via FHA Title I or from the Duty to Serve (DTS) program mandated by Congress for Fannie Mae or Freddie Mac. Why is that so? Because if DTS and/or FHA Title I were about to become realities, then there would be no need for Skyline Champion (SKY) to make such a deal.
These are the types of fact-packed and evidence-based reports and analysis that are found nowhere else in MHVille. We then compare those manufactured housing industry facts with conventional housing facts and shed even more light on the industry’s true potential, vs. just how poorly MHI has performed at achieving that potential.
In a casual discussion with a real estate investor who has little contact with manufactured housing, this writer brought the subject up. The level of production for 2022 was mentioned. That housing pro was stunned by how low the numbers were. If the manufactured home industry’s products are such a good value, then why are the sales so low? It is a fair question. Why won’t MHI deal with such issues head on? Why won’t MHI admit to past errors, and begin to do what they advertise and claim?
When high-level scams and cons appear to be highly visible fare in MHVille, why would it be a surprise if MHI itself has been transformed in the Berkshire era into a kind of scam that favors consolidators who think industry underperformance benefits their business model?

So much of what occurs in manufactured housing falls into the category of “you just can’t make this stuff up.” If someone tried to create a fictional story about a proven affordable housing product that cost half as much as conventional housing, and it was only selling about 1/10th of new construction during an affordable housing crisis, who would believe it?
The truth is hiding in plain sight. There are those in or out of MHI that have been willing to speak the truth, but they are too few in number. But if more don’t figure out how to speak the truth, or as/more importantly, how to successfully fight back, then they may find themselves as one of the future statistics in the industry that no one should want to be on that statistical list. It is the de facto business obituaries that thousands of once profitable businesses in manufactured housing are on. When thousands of retailers failed in the 21st century, that meant that dozens upon dozens of production centers closed. The industry has never recovered.

MH’s staff or corporate leaders should stop giving each other faux awards and phony praise for what a great job they claim to be doing when thousands of their industry peers were put out of business in the 21st century. The wonder is that no one has yet gone to prison for being responsible for this farcical sham. If or when such charges, cases, and convictions occur, how many of them will share three letters in common? Those three letters of M.H.I.?
