Meanwhile, this past Nov. marked only the second month in 2012 that petitions filed were lower than their year-over-year counterpart. Although petitions fell in Nov. 2012, the number of petitions filed statewide through Nov. increased 40 percent from 11,625 for the same period in 2011 to 16,317 this past year.
