A group of ten residents of Westview Village Mobile Home Park in Kelowna, British Columbia, Canada, frustrated that management was not enforcing maintenance rules on some of the properties, attempted to form a neighborhood association. Kelownacapnews informs MHProNews a group calling itself Westview Village Concerned Homeowners sent a letter to Ross Management, Ltd. documenting maintenance shortcomings on the part of some residents. John Ross of the management company replied that a homeowners association must have the consent of a majority of homeowners and approval of management, and since there are nearly 300 homes in Westview, the residents cannot claim to be an association. An official with the government said there is an arbitration process, which Westview management and some residents have utilized in the past, but that deals only with individual MH residents. The official said the residents’ sole recourse is the court system.
