The Asheville (NC) City Development Plan 2025 identified 12 economic development priorities, and number one is building affordable housing within the city, that will also provide 150 jobs.  Seeking to lessen the land disturbance and overall environmental impact, the Caledonia Apartments will be modular units with Energy Star rating, employ a rainwater collection system for landscaping needs, and utilize roof shingles made from fireproof materials. The Asheville Citizen-Times said the developer, Frank Howington, in addressing the concerns of the community, will pay for road improvements and donate land to ease traffic congestion at the site.
