Jason Bedrick is a research fellow with The Heritage Foundation’s Center for Education Policy. The Daily Signal, the Heritage-linked news source which provided the article by Bedrick posted below, has had numbers of articles on various subjects in recent years that have used the term “monopoly.”  Education is obviously a critical foundation for individuals, families, businesses, and societies. “Education” is a common topic at manufactured housing association meetings and websites. A brief survey of the first ten of Daily Signal articles appears to indicate that the term “monopoly” was used with an arguably negative connotation.  Several of those Daily Signal articles that used the term “monopoly” were on the subject of education. Understanding more about the macro picture on education is a critical issue for entrepreneurs, individuals, and businesses of all sizes in and beyond manufactured housing.

Ohioans Declare Independence From the District School Monopoly

Just in time for Independence Day, Ohio families can finally declare independence from the district school monopoly.

Over the weekend, Ohio lawmakers passed a state budget that expands eligibility for the state’s EdChoice Scholarships to all K-12 students. Gov. Mike DeWine signed the bill into law on Monday, making Ohio the eighth state in the nation to pass a universal school choice policy and the sixth state to do so this year, following ArkansasFloridaIowaOklahoma, and Utah.

Universal school choice is when education choice is offered to all students in a state, not just those who are low income or who have special needs.

Several other states also expanded their education choice policies already this year, including Alabama, Indiana, Montana, New Hampshire, and South Carolina.

Starting this fall, children from Ohio families earning up to 450% of the federal poverty line ($135,000 for a family of four) will be eligible for full scholarships worth about $8,400 (up from about $6,150 last year). Children from families earning above that threshold will be eligible for partial scholarships that will be adjusted based on income.

The dramatic expansion of education choice policies throughout the country has been an underreported story. Just two years ago, West Virginia became the first state to enact a publicly funded education choice policy for all K-12 students, allowing students to take some share of the money that would have been spent on their public school education and apply it toward private schools, homeschooling, or other alternatives.

Arizona followed suit last year when it expanded its K-12 education savings accounts policy to all students.

With the six additional universal policies this year plus expansions of more modest programs in several other states, more than 1 in 5 (more than 10 million) K-12 students are now eligible for education choice nationwide.

If North Carolina also expands its education choice policy to all students (currently, only 40% of North Carolina students are eligible), as it is expected to do, then nearly 1 in 4 students across America will be eligible for school choice. And if Texas finally enacts an education choice policy in a special session later this year, it would bump that national number up to 35% of students, or nearly 18 million of America’s 52 million K-12 students.

Moreover, these figures do not even include students eligible for privately funded tax-credit scholarships or publicly funded scholarships for students with special needs. Including them could yield an eligibility rate north of 40%.

Back in May, an article in The Hill asked whether the school choice movement is “about to hit a wall.” The article’s author seemingly consulted a diverse group of policy wonks and advocates ranging from school choice skeptics to school choice opponents, and the “consensus” was that “school choice advocates are quickly running out of states welcoming to their policies.” Apparently, no actual school choice advocates were available to ask their thoughts on the matter.

Meanwhile, policymakers in multiple states were busy moving legislation that would dramatically expand school choice while GOP primary voters in Virginia were busy voting for candidates who support school choice to replace ones who had not.

To paraphrase Aragorn from “The Lord of the Rings”: A day may come when the school choice movement hits the proverbial wall. But it is not this day.

Parents are still hungry for schools that align with their values and best meet the needs of their children—including those who live in the dwindling number of states lacking a school choice policy.

Policymakers in those states might soon find that the school choice successes outside their borders have served to whet parents’ appetites and created a demand that they ultimately no longer will be able to ignore. ##

According to the U.S. Department of Education: “Total expenditures for public elementary and secondary schools in the United States were $870 billion in 2019–20 (in constant 2021–22 dollars). This amounts to an average of $17,013 per public school pupil enrolled in the fall of that school year.” USAspending.gov said: “In FY 2023, the Department of Education (ED) had $194.42 Billion distributed among its 10 sub-components. Agencies spend available budgetary resources by making financial promises called obligations.”

EducationData.org said in an update on June 15, 2022 that referenced the OECD (Organisation for Economic Co-operation and Development) data (see chart above): “Schools in the United States spend an average of $16,993 per pupil, which is the 7th-highest amount per pupil (after adjusting to local currency values) among the 37 other developed nations…” Those facts noted, 3 of the top 4 nations on earth, per OECD data, that rank at the top of education are directly connected to China. Numbers of leaders from across the left-center-right divide see China as a serious rival – or the chief rival – to U.S. interests. Defense spending is just one area where hundreds of billions of dollars annually is being spent in part to counter growing Chinese military power.

Each of those headlines used the term “monopoly” and in each case the implication or connotation is a negative one.  A search of the Daily Signal on 7.7.2023 at about 11:30 AM ET revealed “487 results” for the word “Monopoly” on their site.

But concerns over monopoly-power is hardly limited to right-leaning organizations like Heritage and the Daily Signal. Robert Reich was a President William Jefferson “Bill” Clinton (D) official. Robert Reich was Clinton’s Secretary of Labor. “Monopolies are slowly killing rural America — and driving up the price you pay for food,” said Reich in a post on RobertReich.org dated August 11, 2022.  In an op-ed on the Guardian dated 1.8.2023, Reich’s headline said: “The US should break up monopolies – not punish working Americans for rising prices.”  Now, the evidence-based case can be made that Democrat Reich in that post is in part deflecting from Biden-Democratic Party fueled inflation, which left-leaning MSNBC revealed in an video interview with then House Majority Whip James Clyburn (D) bluntly admitted that his party ‘knew’ their policies and spending would be causing inflation. Inflation is one of the top subjects for voters, per various public opinion surveys.

The possible points and takeaways are varied. For example.  There is seemingly a growing awareness among people on the left and right that monopoly power leads to an array of troubling outcomes. MHProNews has at various times over the years pointed to historic remarks – think American heritage – that reflect the notion that anti-monopoly thinking dates back to the earliest day of the American Republic.  Note the quote below by the Trump-era top Department of Justice antitrust (think anti-monopoly) official, Assistant Attorney General Makan Delrahim who cited Thomas Jefferson in an address on the subject of the importance of combating monopoly power.

Retail Industry Leaders Letter to Federal Trade Commission Asking for Antitrust Investigation, Action – Plus Antitrust Division Comments

 

As was noted in the opening paragraph of today’s preface: ““Education” is a common topic at manufactured housing association meetings and websites.” Several state and national association emails and events mention “education” and have for years.

MHProNews has heard from industry members and business leaders who have said that students coming from public schools have required ‘remedial’ education in order to become effective team members of their respective firms.

It should go without saying that education is critical for individuals, families, localities, nations, businesses, and societies.  Oxford Languages provides to useful definitions for education:

  • the process of receiving or giving systematic instruction, especially at a school or university.
  • an enlightening experience.

That same source says the definition of “enlightening” means to: “give (someone) greater knowledge and understanding about a subject or situation.”

In a very real sense, “news, tips, and views” (see the MHProNews tag line below every full logo) is “educational” in the sense of “enlightening.”

Nonprofits across the political spectrum have for years been engaging in a process of establishing and promoting blogs, posts, or affiliated news sites via social media and other means to convey their thinking.  This is natural and understandable when it comes to grasping an organization’s mission and how that mission is conveyed to current and potential supporters.

Manufactured housing is underutilized. One of the reasons it has been underutilized is because of the twin problems of information dominance and financial dominance by wealthy, financially and politically connected individuals and their respective so-called “special” interests.  Note how Danny Glover, an actor who is arguably a left-leaning and left-connected, put his pithy summary of America’s woes.

Monopoly power is near the heart of what’s gone wrong with the American dream which implies that reigning in monopoly power is what is needed to correct what’s gone wrong with hijacking of the American Dream. As Donald Trump Jr. told AMAC members at their 2022 annual meeting in response to an inquiry from MHProNews, the deposed president’s son said antitrust (think anti-monopoly) is the number two or number three issue in the country. Trump Jr. used the specific example of big tech, but his response did not limit the need to that problem.

At least on paper, Democrats and Republicans, those on the left and right, have at various times for some years called for greater antitrust (again, think anti-monopoly) law enforcement. That said, despite talking about antitrust efforts, note what left-leaning Open Markets said in their research summarized in the graphic below.

Both the Bush and Obama Administrations allowed the growth of M&As, consolidation, and activities that clearly tended toward market monopoly, duopolies, etc. President Trump’s Administration was preparing to take this on, which the DOJ suit against Google demonstrates.

 

The likeness of President Teddy Roosevelt sits atop Rushmore in part because of his historic efforts of taking on ‘the trusts’ which is another way of saying ‘the monopolists.’  Teddy Roosevelt’s efforts made him popular with people who understood – think education, information, experience, and common-sense – with millions who grasped that big was  a problem for ‘the little guy’ smaller businesses and thus the opportunity to fulfill the American Dream.  While the Sherman antitrust act was led by a Republican lawmaker, it has had purported champions from members of both major parties, at least superficially.

Be it coincidental or not, the Daily Signal’s use of the term monopoly in education is significant.  But as a brief review of the term as used by that news outlet appears to reflect, it seems to be that thoughtful source on the political right “get it” monopolization is often problematic, be it in education or other aspects of living.  The Rev. Martin Luther King Jr. notably observed that the purpose of education was to cause people to think deeply and critically about issues.

Manufactured housing professionals need to grasp these keen issues that revolve around monopoly power and its often problematic outcomes. The educational establishment in the U.S. is largely Democratic supporting and supported. Influence Watch, which routinely cites an array of sources, noted about the National Educational Association (NEA) that the “NEA gives generously to Democratic political campaigns as well as various left-of-center organizations” (emphasis added). 

“The function of education is to teach one to think intensively and to think critically. Intelligence plus character – that is the true goal of education,” said Dr. (Rev.) Martin Luther King, Jr., per sources that span the left-right divide.

It would be a mistake to blame everything on Democrats and their left-leaning billionaire donors, left-leaning corporate leaders, linked media, and nonprofits. There are some “establishment” Republicans who are as keen to keep a duopoly in place that limits the levers of power and influence to a few who happen to be wealthy. What independent minded leaders, several Democrats and Republicans over the years have acknowledged the problems associated with monopoly power. Education and “information dominance” are aspects of that pattern.

But what is arguably absolutely critical – and it is an education related issue in the sense as defined by Dr. King, above – is that mere words that appear to favor a specific policy stance does not automatically mean the same thing as sincere support for the espoused claim. People, organizations, and groups are in many cases paltering. To “think intensively and to think critically” about the role paltering is playing in American life is essential. Some people are apparently comfortable with deceiving others by posturing what is doing right while actually planning to do something quite different.

While the thrust of this definition is fine, it is mistaken to think that paltering began in the medieval period. Paltering literally dates back to the incident in the Garden of Eden when the slippery serpent, a stand in for Satan the Devil, told a sly half-truth to Adam and Eve in order to tempt them to break the one and only commandment that God had issued up to that point in time. Do not eat the fruit of the tree in the center of the garden. One commandment, and humans didn’t keep it.

The Biden administration has recognized, on paper at least, the importance of the challenges caused by consolidation. Many manufactured housing industry problems are connected to consolidators, and their favored association and trade fronts and mouthpieces.

Summing Up and Conclusion

Jason Bedrick and The Heritage Foundation’s Center for Education Policy are correct to highlight the growing movement toward reform of the educational system in America which is caused in part by the problem of monopolization.

The problems associated with monopoly power could fairly said to be un-American.

It should also be noted that monopolization can occur through the process of oligopoly, where there is ‘limited competition’ instead of one obvious source of domination of a market.
