MHARR Urges Delay of New Energy Regulations

MHARR logoWashington, D.C., July 20, 2010 – The Manufactured Housing Association for Regulatory Reform (MHARR) has asked the Secretary of the U.S. Department of Energy (DOE), Dr. Steven Chu, to delay the development and implementation of costly new energy regulations that would have a devastating impact on an already ailing manufactured housing industry and its mostly lower and moderate-income American families.

Under the Energy Conservation and Security Act of 2007 (EISA), responsibility for the regulation of energy conservation in manufactured homes was shifted from the U.S. Department of Housing and Urban Development (HUD) – which comprehensively regulates manufactured housing construction and safety based on a careful statutorilymandated balance between regulation and cost to consumers — and transferred to DOE. The legislation directs DOE to establish new manufactured housing energy standards, by regulation, within four years of its enactment, based on the mandates of the International Energy Conservation Code (IECC).

MHI began this year with a firm commitment to an intensified government relations grassroots effort. The MHI Legislative Conference and Summer Meeting held this week in Washington D. C. was highly successful; with MHI members completing almost 100 visits to Representatives and Senators to press home the importance of manufactured housing. SBRA Announces Affordable, Frost Resistant Foundation

The Systems Building Research Alliance (SBRA) today announced the release of the Frost Free Foundation© design, an affordable foundation solution when placing homes in areas subject to frost. The design is far less costly than either poured concrete footings that extend the foundation below the frost line or concrete (“floating”) slabs, the two alternatives recommended by HUD for complying with the Manufactured Home Installation Standards in areas subject to frost, which includes most of the nation.

MHI Opposes Congress Considering Increase in Tax on “Carried Interest”

As previously reported by MHI last week and in an “Action Alert” to the MHI-NCC and state associations earlier this week, a tax increase on the “carried interest” earned by private equity managers, venture capitalists and real estate investors now seems increasingly likely as lawmakers head towards a final deal on the “Tax Extenders” bill (HR 4213).

MHCC at Brink of Destruction as HUD Attempts to Render it Irrelevant

I. MEETING OVERVIEW AND ANALYSIS

The cumulative impact of years of mismanagement of the HUD manufactured housing program under its prior leadership was on full display as the Manufactured Housing Consensus Committee (MHCC) met on April 28-30, 2010 in Tulsa, Oklahoma. Building on a series of actions initiated and advanced by HUD during the past several years, the role, authority, functionality and independence of the MHCC has, for now, been replaced by de facto HUD domination, in both procedure and substance. These actions, designed to effectively transform the MHCC into a rubber stamp for the HUD program — similar to the former National Manufactured Housing Advisory Council disbanded by Congress as part of the Manufactured Housing Improvement Act of 2000 and replaced with the MHCC — culminated at the Tulsa meeting
