According to KLFY: “A drug investigation into the owner of an Iberia Parish mobile home park” led investigators at the Iberia Parish Sheriff’s Officeto charge Eric Bulliard, 44, with multiple sex crimes alleged to have been committed in recent years. Bulliard, “the owner/operator of T-John’s Mobile Home Park on Norris Road in rural Iberia Parish” has been in custody at the Iberia Parish Jail since April” because the “Iberia Parish Sheriff’s Office Special Investigations Unit [SIU] initiated a narcotics investigation into the activities of Bulliard.” Per News 15, “As the investigation unfolded, SIU specialists discovered additional alleged crimes involving Bulliard, 44, that extended beyond narcotics activity.” “During the investigation, the United States Postal Inspection Service contacted the SIU regarding an ongoing investigation into Bulliard. As these two investigations progressed, other possible criminal activity emerged. Given the serious nature of the allegations, including multiple sex crimes, the Louisiana State Police Special Victims Unit was brought in to assist with the investigation,” per News 15.

KLFY said: “Bulliard faces Louisiana State Police felony charges of first degree rape and molestation of a juvenile or a person with a physical or mental disability. Iberia Parish Sheriff’s Office has charged him with indecent behavior with a juvenile (a felony) and misdemeanor sexual battery,” adding that: “Bulliard’s bond has been set at $1,250,000.”
News 15 put the following ‘meat on the bones’ of the report in this fashion.
Following months of thorough investigation, execution of multiple search warrants, and interviews with victims, Eric Bulliard – who has been in custody at the Iberia Parish Jail since April 26, 2024 – has been charged by both the Louisiana State Police and the Iberia Parish Sheriff’s Office for in connection with multiple sex crimes alleged to have been committed in recent years.
Louisiana State Police Charges:
- First-Degree Rape (Felony)
- Molestation of a juvenile or a person with a physical or mental disability (Felony)
Iberia Parish Sheriff’s Office Charges:
- Misdemeanor Sexual Battery
- Indecent Behavior with Juvenile (Felony)
Eric Bulliard was booked into the Iberia Parish Jail. Bond has been set at $1,250,000.
As this investigation continues, the Iberia Parish Sheriff’s Office urges anyone who believes they may have been a victim of similar alleged crimes by Eric Bulliard to contact the sheriff’s office (337-369-3711) for a comprehensive investigation.” ##
Part II – Additional Information with More MHProNews Analysis and Commentary in Brief
Bad things happen, and bad things can happen to good people. That is a reality that causes some to question the existence of God, a curiously diabolical trick. That bad things happen in manufactured housing is simply a reality that merits reporting and reflection. When responsibly handled, reporting bad things can be potentially useful to those who want to advance manufactured housing acceptance and organic growth. How so?
1) Simply put, turning proverbial lemons into lemonade is as American as apple pie. The impression that some have of manufactured housing, mobile homes and ‘trailer parks’ is that they are dens of crime and darkness. Acknowledging a problem can be a means of demonstrating that crime happens in conventional housing single family and multi-family housing too. Crime occurs in rich neighborhoods, although some might think that it happens less so for those behind walled and gates communities. University level research demonstrated that manufactured home communities, for instance, has broadly similar rates of crime as conventional housing.
2) A research article posted on the HUD website entitled: “Trailers and Trouble? An Examination of Crime in Mobile Home Communities” reveals that crime is no more common in mobile or manufactured home communities than in other residential blocks. Reporting on even troubling crimes, like the alleged case above, is an opportunity to inform others of such contrasts between old myths and false impressions and realities.
3) MHProNews and MHLivingNews have reported on McCarty’s research several times. Despite Tim Williams, prior MHI chairman, CEO of 21st Mortgage Corporation, and still MHI board member‘s remarks that there are good reasons to respond to every story, that obviously hasn’t happened, has it? Note the remarks by Williams were in response to an MHProNews inquiry. At a minimum, couldn’t MHI post something about this on their own website, if they are serious at all about supporting organic industry advancement? Apparently, MHI pros are too busy doing…what pray tell? Making sure that consolidation continues unabated?
4) It is curious that it is often only MHProNews that periodically features reports when criminal charges or evidence of serious allegations emerge against various manufactured home industry professionals.
5) The graphic below is a flashback to a point as valid today about MHI ‘photo ops’ and ‘video ops’ with public officials as it was when it was first posted on February 6, 2019. MHProNews reports and fact-checks routinely stand the test of time. That may explain why some of our more popular reports are ones posted months or even years ago.
6) Frank Rolfe is apparently evidence that negative news can be turned into personal and business marketing. That said, it should be noted that Rolfe’s remarks below reported by MHProNews have also stood the test of time.
7) What Rolfe said some 7 years ago about MHI’s failure to properly engage with the media appears to be just as true now as it was then.
8) Does that mean that Rolfe has been contacted by MHI’s outside counsel, threating him with legal action for speaking his mind about the association? Don’t bet on it. That is despite these remarks by Manufactured Housing Institute (MHI) outside attorney Goch: “MHI actively monitors and proactively addresses attempts by third parties who wrongfully disparage the organization…This includes statements from its membership as well…” David Goch, J.D.
9) To be clear, it isn’t that MHI doesn’t threaten members or those who publicly critique them. The evidence is clear that they have and do. But based on years of experience, it is unlikely that they would do so with someone like Rolfe. There is no evidence that they have done so. The following inquiry was made to Bing’s AI powered Copilot on 6.13.2024 at about midnight Eastern using its balanced or blue setting.
The outside attorney for the Manufactured Housing Institute (MHI), David Goch, is on record making this comment. “MHI actively monitors and proactively addresses attempts by third parties who wrongfully disparage the organization…This includes statements from its membership as well…” David Goch, J.D. Frank Rolfe has periodically made comments that are a poor reflection on the Manufactured Housing Institute. Is there any known evidence that Goch or any other attorney acting on MHI’s behalf has addressed Rolfe over his criticism of the organization? Link results.
10) This question was also put to Copilot, just after midnight on 6.13.2024. Note that MHLivingNews is first up, perhaps because it provided a review of the research as well as the study by McCarthy itself.
