The San Diego Union-Tribune reports Jerry Kern, city council member of Oceanside, California, wants to phase out rent control in the city’s 19 land lease communities with the proposal applying only to new residents. The current ordinance is administered by the city and limits rent increases to a percentage of the rise in the consumer price index. Community owners have sued to end the regulation, and claim their land is devalued. Kern is philosophically opposed to the regulation. Community residents say it is hard to sell their homes without knowing the new rent structure. Affordable housing advocates say it would hurt low-income and seniors on fixed incomes the most, and eventually lower the number of affordable housing units. Opponents of rent control also note that two of the council members in favor of the new proposal received campaign contributions from community owners.
