The city of George West, Texas, north of Corpus Christi issued a $2 million certificate of obligation to make infrastructure upgrades including a new police department building, street repairs and park and recreation improvements. Some of the funds were also used to purchase a modular home and four single-section manufactured homes sited in an old city park, and the modular is being rented to city manager Sandra Martinez for $700 a month, according to kristv.com. When asked how a private home is a public improvement, Martinez replied because it sits on public property, and it was approved by city council during an executive session.
While an investigation by KRIS-TV could not pinpoint a formal discussion by the council regarding leasing any of the homes, Mayor Sylvia Steele said the dwellings are meant to attract quality public servants. The city secretary, a school coach and a teacher rent three of the homes, but it is unclear whether the other units are occupied by city employees.
