What is it that many liars, cheats, and con artists fear? Isn’t it exposure, getting caught and exposed by the truth of their deception and misdirection? Aren’t the potential legal, moral, and reputational consequences of their manipulation part of the risk that a con artist takes?  Perhaps it can’t be said often enough, but in the 21st century, despite an array of regulatory, law enforcement, and elected or appointed public officials who are tasked with making sure that the public is protected from various forms of illegal behavior, massive rip-off schemes operated quite openly for years before they were exposed, prosecuted, and finally brought to a successful albeit late conclusion. Before sharing some of those names, Visual Capitalist, citing the United States Federal Trade Commission (FTC), said this. “The Federal Trade Commission (FTC) estimates that Americans lost $12.5 billion to fraud schemes in 2024, up $2.5 billion from the previous year. In 2023, consumers around the world lost almost half a trillion dollars to scams.” The data for the first infographic below, said the right-leaning financial and news site ZeroHedge comes from the FTC and is updated as of March 2025.

When over a million of different kinds of fraud and con jobs are occurring in the United States alone annually, and given the fact that Bernie Madoff, WorldCom, Enron, Theranos and other con artists operated for years in the 21st century before they were exposed and prosecuted for ripping off billions of dollars from investors, isn’t it time that more professionals involved in MHVille consider the possibility that the mismanagement of the Manufactured Housing Institute (MHI) during much of the 21st century has something to do with a manipulative scheme that benefits a few at great cost to the many? It is also useful to recall that the self-proclaimed “queen of mobile homes” and purported fraudster Chemene Van Gundy has been credibly accused and charged with ripping off individuals in the manufactured housing industry too. A common feature in each of these frauds is that the illusory effect was deployed. Seemingly credible people, organizations, and publications provided positive coverage (perhaps unwittingly) despite the fact that those publications and news sources were dealing with financial criminals. Because the legal system often moves slowly (the SEC charged Outstanding Real Estate Solutions, Inc. (ORES), its Chief Executive Officer and founder Chimene Van Gundy, and salespeople Michael Trofimoff, Santos Kidd, and Maria Tosta on May 31, 2023, and a following quick check this morning, that SEC case doesn’t appear to be settled at this time), and when people or organizations that have the resources to do so can delay, deflect, or even accuse their accusers of misbehavior, slowness in the system can be part of the arsenal of the wrongdoers. Don’t forget that the Cavco Industries (CVCO) SEC probe and charges took years to resolve once they came to light. During that time, the Manufactured Housing Institute (MHI) saw fit to keep Joe Stegmayer on as chairman.

With that factual and evidence-based backdrop in mind, and given the fact check and analysis by left-leaning Bing’s AI powered Copilot that follows, let’s pivot toward a possible example of one of the pawns or tools in the charade that has kept the manufactured housing industry underperforming for most of the 21st century, despite favorable laws, soaring needs for our product, and the apparent involvement of deep pocketed firms that one might think have every reason to be promoting organic growth when they are instead apparently focused on consolidation through industry underperformance.

For the illusory truth effect to work, some have to be employed or manipulated in generating narratives that benefit the fraudsters. In fairness, it is possible that one or more of the individuals, organizations, and publications involved in such cases of blatant fraud and manipulation can be sucked in unwittingly. It is not the purpose of MHProNews to say if some specific individuals and their manufactured housing industry linked trade media or blogging platforms wittingly entered into the apparent deception and misdirection that has kept manufactured housing underperforming. Nor should it be thought that all of the woes facing the industry are caused by ‘insiders.’ But if the industry is underperforming (which is easy to prove, with the graphic shown further below) in the 21st century, then among the questions that thinking people ought to ask is why is this happening? Who are involved? Are they witting accomplices or mere stooges? Because in each of the cases named and linked above of other 21st century frauds, there was doubtlessly a combination of factors.

So, what follows in Part I is a recent example of an individual in who is a self-proclaimed Manufactured Housing Institute (MHI) “member emeritus,” who touts his credentials and acclaim in much the same way as purported fraudster Chimene Van Gundy did for years.

 

Part I – From what an ex-client of George Allen described as: “It’s AAA – All About Allen” Community Investor blog, Which Once Again is Reportedly Soon to be Abandoned by its Own Writer as MHI Member Emeritus George Allen’s Online Writing Base is the Following

1) One must wonder if George F. Allen (GFA) thinks about the implications of his own stuff before, during, or after it is written? For example, in his 4.4.2025 post he said:

“And, considering various types of housing finance (e.g. chattel or ‘home only’ loans & real estate-secured mortgages), describes post-production segment of MH.”

“Post-production” is a term that has aptly been used by MHARR for years, but perhaps particularly so in its deep-dive research study on the need for new manufactured housing post-production representation.

Pardoning GFA’s incomplete thought, but there is more to the post-production sector than financing.

For example, retailing is post-production. Developing is not part of production, though it has an obvious impact on production. Marketing, education, and image are post-production items too. So even before one gets past Allen’s evolving self-praise opening for his weekly blog, Allen has delivered a factually incomplete statement as if it were something more than a partially accurate, and therefor a largely misleading remark.

2) But the focus of this unpacking of Allen’s arguably misleading and thus errant musings are the following from that 4.4.2025 post.

Burning Bridges or Call for Unity & Better Advocacy?

You decide!

Pardon me, GFA? Do you think your readers, who in many cases are land-lease community linked, are going to decide for MHARR members if they are going to abandon decades of independent representation due to some faux call for unity between the Manufactured Housing Association for Regulatory Reform (MHARR) and the Manufactured Housing Institute? One association after another did just that, united with MHI, other than MHARR. Where did that leave the manufactured home industry in the first 25 years of the 21st century? The graphic below answers that question. There are reasons why MHProNews is using this particular older production by year trendline graphic that should become clear later below. So, for now, just note that the two years since 2022 totals shown below are lower than the 112,882 achieved that year.

3) Back to Allen’s narrative.

Using a recent Press Release describing the meeting of “A delegation of officials from MHARR (and) HUD Secretary Scott Turner and senior HUD staff on March 25, 2025…” as impetus, here’s is a sincere challenge to our two national manufactured housing-related trade organizations (i.e. MHI & MHARR), to end their 40 years standoff (a.k.a. advocacy competition), unify, and far better represent all segments of our industry in Washington, DC!*1

 

4) Allen himself said that he’s made such a call for ‘unity’ before. More on this shortly. Allen then wrote the following.

This is not the first time, by any stretch of recollection; this challenge has been voiced by folk from within various segments of the manufactured housing industry. One might say said appeal has been routinely suggested-but-ignored since 1985, when MHARR spun off from MHI. So, what makes ‘today’ the right timing for unity and far better advocacy?

Some details from the aforementioned meeting between MHARR and HUD Secretary and senior staff.

Let’s begin with the title of the Press Release from MHARR, describing the MHARR/HUD meeting: MHARR ALIGNS MH INDUSTRY GOAL WITH PRESIDENT TRUMP AND HUD SECRETARY TURNER’S AFFORDABLE HOMEOWNERSHIP VISION. Pretty impressive to read, but raises the question: ‘Who commissioned MHARR to represent (presumably all) manufactured housing in the important and timely matter of aligning industry and presidential housing-related goals?’ Yes, this is an important national matter, so what say in all this does MHI have? Moving on.

 

5) That is called “a straw man” argument. A strawman is a device used as a cheap shot by those who don’t have a sound actual argument, by creating a false “strawman” narrative or image which a writer or speaker who uses that dark tactic to proceed to seemingly knock down. As the definition below illustrates, the strawman tactic is a misrepresentation of the group or person being attacked. That misrepresentation is like a strawman, who is clearly not human but may seem so from a distance or to those who can’t see clearly. That strawman – the false or misleading claim – is then acted upon as if it was the real deal, even though it is not. It’s a like a rigged fight where one guy is paid to fall down.

To disprove Allen’s faux Strawman argument, MHARR concludes virtually every article and press release with these words.

The Manufactured Housing Association for Regulatory Reform is a Washington, D.C.- based national trade association representing the views and interests of independent producers of federally-regulated manufactured housing.

6) So, MHARR didn’t misleadingly claim to represent “all segments” of the industry, as MHI has claimed for years. But does Allen critique MHI in that part of his piece? No.

Rather, Allen twisted the meaning of MHARR’s words and he then attacked that false “strawman” narrative which Allen himself proposed. It is one of several discredited method in the view of honest debaters or writers.

The strawman argument method insults his readers, because it is a kind of con job.

 

7) Let’s see what else Allen the magician tries as a kind of pundit’s slight-of-hand. He quotes a line from the MHARR release, instead of letting the entire release speak for itself, and then – if he so desires – critique MHARR’s words in full context. Per Allen’s logical-fallacy-laced narrative.

“The MHARR delegation included MHARR Chairman Peter James, MHARR Chairman Emeritus Edward J. Hussey, Jr., MHARR President and CEO Mark Weiss, and MHARR Founding President/Senior Advisor Danny D. Ghorbani.” At first glance, a team of heavy-hitters, but maybe not. So you know Peter James? I don’t, but he’s the elected leader of MHARR. And Mark Weiss is present day salaried leader of MHARR. The two remaining individuals? Possibly retired RV/MH Hall of Fame enshrines; ‘yesterday’s leaders’. So, why no senior executives of other MHARR member companies? Hardly expect James and Weiss to adequately represent the entire manufactured housing industry, even just the HUD-Code housing manufacturers.

That one is laugh out loud funny for anyone who knows Allen, and how he touts his own RV/MH Hall of Fame and other awards.

But more specifically. If Allen were an honest journalist or pundit, seeking to authentically represent the subject in question, he would go to MHARR’s website and see that Peter James is represented by MHARR as follows.

MHARR, as an independent advocacy group, has the right to send whatever delegation they wanted to meet with HUD Secretary Eric Scott Turner. Since Peter James is the Chairman of the Board, he is an entirely appropriate figure. The fact that Allen is either uninformed – or seeking to once again in that same post of his twist reality – that’s on him, not on MHARR, HUD, or Secretary Turner.

Returning to Allen’s misleading and fallacy-ridden post. He wrote the following.

And while this meeting did address several significant regulatory-related matters*2, the industry’s 25 year pause in housing production, due to lack of ready access to ‘home only’ loans for in-land lease community siting, received but passing mention.

As was noted earlier, perhaps Allen pays so little attention to what he’s said that he failed to see that he was pointing fingers not at MHARR, but rather at MHI with that remark above.  What did Allen say earlier? Let’s look again.

“And, considering various types of housing finance (e.g. chattel or ‘home only’ loans & real estate-secured mortgages), describes post-production segment of MH.”

As was noted in #1 above, there is more to the post-production segment of the industry than financing. But it is an important item. But MHARR is a producer’s trade group, not a post-production trade group. If Allen wants to complain about a lack of lending for chattel or “home only” loans or real estate mortgages, who should he name for that among industry trade groups, if not MHI? But that’s just one more strawman, combined with a red herring. MHARR was meeting with HUD Secretary Turner. While financing could be discussed, MHARR clearly said what they did discuss with Turner, and that was the lack of proper enforcement of the Manufactured Housing Improvement Act (a.k.a.: MHIA, MHIA 2000, 2000 Reform Law, 2000 Reform Act) including, but not limited to the “enhanced preemption” provision of the law.

It isn’t that financing isn’t important. It is. But Allen failed to say that MHARR has pressed MHI and government officials for years to fully and properly enforce the Duty to Serve as well as efforts to get Ginnie Mae/FHA Title I financing back on track. Allen has perhaps never been involved in a high-level meeting with a high-level public official. The parties have limited time. There are some minutes of introductions, perhaps a few pleasantries and maybe photos. What time is left must focus on specific topics and other items can be dealt with as needed in follow ups, memos, documents that are hand or otherwise delivered, etc. Did Allen bother to tell his readers about any of that? Obviously, not. Once again, Allen insults his readers by misleading them. Where did Allen learn that, from MHI, or did MHI learn that from Allen? Or did they both learn such deceptive tactics from some other source?

Back to Allen’s narrative about MHARR, which is now nearing completion.

What’s with the ‘burning bridges’ reference in the title of this week’s blog posting? Just the  reality that if/when industry observers, sometimes even stakeholders, speak out about controversial industry issues (In this case, whether we should continue with one or two national trade entities); they are oft excoriated in the trade press and otherwise, by present day and erstwhile peers. Who knows. Maybe this time around, circumstances will prevail and the manufactured housing industry will see its’ national presence unified and empowered!

Once more, Allen is attempting a series of slight of hands. For those who don’t know Allen personally, as this writer for MHProNews does, Allen has literally been known to do so-called magic tricks. Magic tricks are ‘slight of hands’ by definition. He’s no Houdini, but the simple parlor tricks he has done are ok. That noted, let’s focus on some specifics.

a) Allen himself has excoriated MHI and some of their dominating members on this or that occasion, because he knows where the bulk of the money is in the industry’s trade advocacy. Some examples.

b) Now, to put that in context, Allen and MHI spent some time ‘on the outs’ with each other. When it suited Allen’s purposes, he was fine with taking (arguably more justified) shots at MHI and several of their leading brands. But once MHI and Allen patched things up, Allen largely dropped that sort of rhetoric shown above. While there is no smoking gun email between Allen and MHI leaders that detail what their bargain was, the word heard and the evidence since then appears to be that Allen and SECO get to do their meetings, get support from some of MHI’s larger members, and thus Allen fosters the very consolidation that he bemoaned above.

c) Put differently, Allen is an apparent sell out, a kind of Quisling or Benedict Arnold that forgot what Semper Fi meant. Allen himself pitched his meetings, and SECO too, as opportunities for deal making. What sort of deals does Allen think are going to be made, if not those that tend toward consolidation? In short, the evidence suggests that Allen is a hypocrite. But there is more.

d) Allen critiqued Frank Rolfe, normally behind Rolfe’s back. But when Allen felt it might benefit him in terms attendance at one of his for-a-fee events, Allen himself invited Rolfe to speak. Allen also knew what Pam Danner was doing to the manufactured housing industry (see the weekly headlines in review for an article that used that photo on the upper left and goes into detail about then Office of Manufactured Housing Programs administrator Danner). But that didn’t keep Allen from posing with Danner, as if she was someone worth uplifting.

e) Furthermore, in years gone by, Allen and his buddy at the time, Ken Rishel, both asked this managing member for the parent company of MHProNews to plug the creation of a new post-production trade group. Put differently, Allen is paltering and being deceptive. He faults MHARR for breaking away from MHI, when Allen himself at one point wanted a new post-production trade group to come to birth. Indeed, Allen for some years praised himself and what he called “COBA 7” as if it was a trade group. Allen is arguably a hustler, a con man, a shill for those who will pay him to do what they want. His primary loyalty is to himself and he will give some level of deference to those who help him make money off the unwitting.

f) Will Allen debate that publicly? No. He’s been given several opportunities to do so, but he declines or won’t answer. Yet, curiously, he has on occasion all but admitted part of that, by saying in an email to MHProNews the following.

g) If Allen knows what is troublesome, and he obviously has some sense of it from the quote-graphic above about consolidation, then why does he try to run interference for the very parties that are causing the trouble for the industry?

h) Hold that thought for two more Allenisms; one from the post-thread being quoted (4.4.2025) and one from a prior one, when Allen briefly had the nerve to call out Clayton Homes and their lending for purportedly monopolistic practices.

11) So. Allen revealed in the above flashbacks compared to the 4.4.2025 post to be quite the hypocrite, right? But perhaps as much or more to the point, Allen is apparently a sellout to the interest of the very people he claims to care about. 12) Allen forgets to mention that he himself urged the industry to double production of manufactured housing. Allen neglected to mention that the industry’s production for 2024 was at less than 30 percent of the last high in 1998, even though the population has grown. Allen forgets to mention that his own ‘buddy’ David Roden called on MHI to do a GoRVing style image campaign to boost sales and acceptance.

As to George F. Allen stating in an email his plan for his blog (cited above), he wrote: “I will be transitioning my blog over to LinkedIn over the next few weeks.” He’s said similar things before, so God only knows what he will or won’t do.

 

13) In his 4.12.2025 post, Allen cited feedback from others but avoided the challenge to respond to concerns raised by MHProNews to him, MHI’s current Chairman Bill Boor (Cavco Industries or CVCO), MHI’s CEO Lesli Gooch, MHARR‘s Mark Weiss and Danny Ghorbani.

MHProNews has heard from one of the 5 addressed in that message. A follow up report on that is planned. But in the meantime, even Allen’s follow up post noted that the concept of merging the two trade groups earlier in the 21st century was considered and rejected. Which Allen should (or did) recall but failed to mention in his 4.4.2025 post. Which is but one more example of how selective the memory/narrative of Allen tends to be. While Allen may at times seem to critique MHI, he does so on relatively insignificant issues. For example, he again berated MHI for how they present the production/shipment data to their members (subtracting out ‘shipments pending’ for a month and adding them back in later). While accurate, it is arguably one more red herring by Allen. Far more significant is that MHI doesn’t publish their results for the public. MHI routinely withholds from the public statements and claims that they tell their members they supposedly support. Such failures are why three out three popular AI powered services have pointed out how problematic MHI’s behavior is.

Isn’t that more important than a minor data point, George?

  • Isn’t underperformance in all of the 21st century more important?
  • Aren’t predatory behaviors by MHI insiders, including what once upon a time (see examples posted above) by Allen himself, more important?
  • So, did Allen just forget what he wrote before?
  • Did Allen sell out to the consolidators who support his events as sponsors and pivoted his messaging accordingly?
  • Did Allen seriously think he could hurt or deflect MHARR by yet another one of his faux calls for “unity” from someone who has been on both sides of the issues, but fails to disclose that change to his current readers?
  • Why didn’t Allen deal with the more important issue that MHARR is making an effort to advance industry production AND industry financing (they don’t have to mention that in every article or every meeting; it is, after all, a post-production issue as Allen himself admitted).
  • Allen said on 4.12.2025: “Most industries seem to have an idea of their national economic impact. Manufactured housing does not!” Is that an example of reading Allen like the blind trying to lead? Or is it another piece of deliberate misinformation by Allen? If so, how so?

 

14) MHProNews has exposed that same issue (the last bullet, above about national economic impact), that MHI previously underreported the economic impact of manufactured housing for years, while other industries like RVs know and promote their economic impact.

But perhaps due to multiple exposes of the errors published by MHI on its economic impact, MHI eventually changed their reporting. They did not, of course, credit MHProNews with that, nor would Allen likely give such credit. But the point is, Allen is either ignorant of those facts or he is hiding what he knows. Either one is problematic. What follows is three examples of past fact-checks by MHProNews, which was ONLY measuring the retail vs. wholesale value of new manufactured homes.  But it would be fair to say that other calculations are possible, which may explain why after years of MHI getting embarrassed by this publication with facts, facts, facts, with evidence and commonsense analysis, MHI finally relented. Allen has been challenged by this writer for MHProNews several times to debate the industry’s issues in public live or virtually. Allen has always declined. It is curious, because Allen’s audience is demonstrably just a small fraction of than that of MHProNews. If Allen, or MHI for that matter, could successfully debunk the facts-evidence-analysis (FEA) presented by MHProNews, MHARR, or other critics, why don’t they do so? Wouldn’t it benefit Allen if he was able to ‘beat’ MHProNews (or MHARR, others) in a public debate? Wouldn’t it likely lead to a larger audience for himself? Similarly, wouldn’t MHI likely benefit if they could publicly debunk the FEA presented by MHProNews, MHARR, or other serious (vs. faux) critics?

So, the natural takeaways are that neither Allen, nor MHI, nor MHInsider, nor MHI award winner ManufacturedHomes.com so called news blog, or Frank Rolfe (et al) take on that challenge to publicly debate. Instead, they go out of their way to avoid such a debate. Why?

There are an array of credible third-party researchers that have said for years that specific reasons why manufactured housing is underperforming during an affordable housing crisis. How is it possible then for thinking people to believe that MHI’s leaders have been unable (or unwilling) to directly and successfully address those underlying factors that Federal Reserve linked researchers, Samuel Strommen with Knudson Law, MHARR, and others have pointed to the obvious problems without MHI leaders successfully addressing the underlying causes to yield solutions? Or how is it possible that MHI has handed out “awards” to those who have a D or F Better Business Bureau (BBB) rating? The questions are many.

1) MHI and George Allen are linked in several ways. But perhaps among the interesting insights about each is this. If someone takes George Allen’s own words, and carefully considers them, the ‘disconnects’ between what he is writing and the known realities of MHVille begin to come to light. Something similar is true of MHI. MHI, like Allen, praises itself routinely. Much of what MHI does is promote its next event, or the latest ‘honor’ that this or that person in the MHI orbit has been given (often by someone else in the MHI orbit). That’s a potential example of what satirical WMAL pundit Chris Plante calls a ‘circle fest in a hot tub.’

2) MHARR is a fraction of the size of MHI in several ways. But that doesn’t keep MHARR from doing what it can to address consistently and persistently the core issues that are what attorney Andrew Justus for the Niskanen Center said is holding manufactured housing back.

3) What Justus said is holding back the industry MHARR has called “bottlenecks” in recent years. Allen, instead of holding MHI to account for problems in the post-production sector of the industry – meaning, MHI’s duty as the self-proclaimed service to “all segments” of manufactured housing. What George F. Allen either mistakenly or intentionally missed is that MHARR is going above and beyond its core functions in pointing out for years that it is the post-production side of the industry that is failing the industry.

4) No less a figure than ELS’ late chairman, Sam Zell, said that the industry should have remedied “years ago” the problem of financing that Allen postured about in his 4.4 post cited in Part I above. But when such remarks are carefully considered, they may reveal the opposite of what was seemingly intended. Zell’s firm has for years had a board seat on the MHI executive committee. Said Zell to other MHI-NCC members: “There is no bigger issue than having an established credit base.” “No competitive financing is a serious impediment to growing.” “We as an industry should have created that [credit base] a long time ago.”

5) But it should be obvious that Zell and his collogues could have solved that problem had they wanted to do so. Allen at his peak was nowhere near Zell at his weakest. But all three share in these examples this evidence supported point. If Zell wanted MHI to solve that credit base, who better to lead that effort? Zell’s multi-billion-dollar interests could have made that possible. MHI has multiple multi-billion-dollar members. If those dominating brands wanted to solve the barriers or bottlenecks for manufactured housing, they could have done so years ago, because the laws needed already exist (see headlines for the week in review for multiple examples of that, particular this one linked here. Allen either has a poor memory, or he is posturing in a fashion meant to distract from MHARR’s obviously useful and positive efforts. If MHI was serious about solving the issues throttling manufactured housing, it would behave differently. Allen, Zell, MHI – when their own words are examined against the realities of the business in the 21st century – each point to smokescreens. Our son has grown quite a bit since this 12.2019 photo. All on Capitol Hill were welcoming and interested in our manufactured housing industry related concerns. But Congressman Al Green’s office was tremendous in their hospitality. Our son’s hand is on a package that included the Constitution of the United States, bottled water, and other goodies.
