State representative Marty Moylan of Illinois, after hearing residents of manufactured housing communities (MHC) in his Illinois district complain of water rates and leases that prevent them from suing community owners over disputes, introduced HB4123, which he calls a “bill of rights” for MHC residents. The measure would require residents be advised of any health issues, ensure those who leave regain their security deposit and allow residents to sue community owners, according to what journal-times.com tells MHProNews.
Another measure making the rounds in the state capitol is SB1043, to create a Manufactured Home Owners Relocation Trust Fund. Sponsored in the House by Rep. Moylan and State Rep. Elaine Nekritz (D-57th), each occupied residence in a community would be assessed a $1 monthly fee to cover the entire moving expense of a home if a community closes. The Illinois Dept. of Public Health may increase that fee to $3. Residents may also abandon their homes and receive $3,500 for a single section or $7,000 for a mullti-section from the fund. The proposal also states community owners must pay 50 percent of the expenses if they cease operations, with the trust fund covering the remainder.
A flier at the Town and Country community in Des Plaines allegedly warns residents the $1-$3 fee may lead to higher taxes. Moylan says he is getting push back from representatives of the eight MHCs in his district. ##
